{"id":3670,"date":"2023-05-23T06:00:00","date_gmt":"2023-05-23T06:00:00","guid":{"rendered":"https:\/\/uniontrack.com\/blog\/?p=3670"},"modified":"2023-06-29T20:10:13","modified_gmt":"2023-06-29T20:10:13","slug":"dol-initiatives","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/dol-initiatives","title":{"rendered":"Labor News: 3 Initiatives From the Department of Labor to Watch"},"content":{"rendered":"\n<p>Ken Green<br>CEO &amp; Founder<br><a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack<\/a><\/p>\n\n\n\n<p>The U.S. Department of Labor (DOL) under President Biden continues to prioritize pro-worker and pro-union initiatives that are giving more power back to the people who power the economy: workers.<\/p>\n\n\n\n<p>\u201cAmidst great challenges\u2014a pandemic, inflation, a foreign war that has strained our supply chains, and more\u2014the Biden-Harris administration has remained laser focused on delivering for working people,\u201d says <a href=\"https:\/\/aflcio.org\/2023\/2\/8\/working-people-respond-state-union-address\" target=\"_blank\" rel=\"noreferrer noopener\">Robert Martinez Jr.<\/a>, president of the International Association of Machinists and Aerospace Workers (IAM).<\/p>\n\n\n\n<p>Here are some of the most recent efforts on the part of the DOL to strengthen workers\u2019 rights and, by extension, expand the labor movement.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">PUMP Act Awareness Campaign<\/h2>\n\n\n\n<p>The DOL launched a public awareness campaign in February to alert workers to the enactment of the <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3110\" target=\"_blank\" rel=\"noreferrer noopener\">Providing Urgent Maternal Protections for Nursing Mothers Act (PUMP Act)<\/a>.<\/p>\n\n\n\n<p>The PUMP Act is a follow-up to the 2010 <a href=\"https:\/\/www.dol.gov\/agencies\/whd\/pump-at-work\" target=\"_blank\" rel=\"noreferrer noopener\">Break Time for Nursing Mothers law<\/a>, which requires employers to provide reasonable break time and a private space that isn\u2019t a bathroom for use by breastfeeding employees to pump while at work.<\/p>\n\n\n\n<p>However, as <a href=\"https:\/\/www.americanprogress.org\/article\/5-facts-about-the-pump-for-nursing-mothers-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">Becca Damante<\/a>, senior policy analyst for the Women&#8217;s Initiative at the Center for American Progress, explains, \u201cworkers who were not entitled to overtime pay were also excluded from the break time law\u2019s breastfeeding protections.\u201d The older law left out about one in four working women of childbearing age, Damante says. The PUMP Act expands that protection to millions more women.<\/p>\n\n\n\n<p>The DOL is raising awareness for this expanded protection with a campaign targeting employers and workers.<\/p>\n\n\n\n<p>\u201cFor more than a decade, many working parents have had legal protections to be able to have break time and proper space at work to express breast milk,\u201d says <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/whd\/whd20230202-0\" target=\"_blank\" rel=\"noreferrer noopener\">Jessica Looman<\/a>, principal deputy administrator of the DOL\u2019s Wage and Hour Division.<\/p>\n\n\n\n<p>\u201cThe PUMP Act strengthens and expands these protections to give more working parents peace of mind when it comes to caring for their child.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The 30th Anniversary of FMLA<\/h2>\n\n\n\n<p>The <a href=\"https:\/\/www.dol.gov\/agencies\/whd\/fmla\" target=\"_blank\" rel=\"noreferrer noopener\">Family and Medical Leave Act (FMLA)<\/a>, which guarantees eligible employees up to 12 weeks of unpaid, job-protected leave for specific family and medical reasons, marks 30 years since its passage in 2023.<\/p>\n\n\n\n<p>While not a perfect law (mainly because it doesn&#8217;t offer paid leave), the FMLA is worth celebrating because it was the first law to protect workers&#8217; jobs when they needed to leave work for certain reasons beyond their control.<\/p>\n\n\n\n<p>\u201cThe Family and Medical Leave Act changed the lives of millions of American workers and their families,\u201d says outgoing U.S. Secretary of Labor <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/whd\/whd20230206-0\" target=\"_blank\" rel=\"noreferrer noopener\">Marty Walsh<\/a>. \u201cSince its 1993 passage, many workers no longer have to choose between their job and their health and wellbeing, and that of their families.\u201d<\/p>\n\n\n\n<p>Thus far, to commemorate passage, the DOL has set up a <a href=\"https:\/\/www.dol.gov\/agencies\/whd\/fmla\/fmla30\" target=\"_blank\" rel=\"noreferrer noopener\">website<\/a> that offers updated resources pertaining to the FMLA, and it\u2019s hosted an online roundtable discussion on the challenges of caregiving when people have to take an unpaid leave of absence from work.<\/p>\n\n\n\n<p>\u201cWorkers shouldn\u2019t have to choose between their job and managing a serious health condition, nor should they have to choose between their job and caring for a loved one with a serious health condition,\u201d <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/whd\/whd20230223-0\" target=\"_blank\" rel=\"noreferrer noopener\">Taryn Williams<\/a>, assistant secretary of labor for disability employment policy, noted during the discussion.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"675\" src=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2023\/05\/image1-3.jpg\" alt=\"Two woodworkers at work wearing safety glasses; DOL initiatives concept\" class=\"wp-image-3673\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2023\/05\/image1-3.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2023\/05\/image1-3-300x169.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2023\/05\/image1-3-1024x576.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2023\/05\/image1-3-768x432.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Expanded Access to Job Training and Education<\/h2>\n\n\n\n<p>Apprenticeships, training programs, and other job preparation opportunities are critical for preparing younger people for future employment, particularly in good union jobs. The DOL has recently participated in various initiatives to boost access to such opportunities.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Job Corps\u2019 Partnership With Mercedes-Benz<\/h3>\n\n\n\n<p>Job Corps has partnered with Mercedes-Benz to create and deliver a job training program for students 16 to 24 years old in order to meet the need for auto technicians in the electric vehicle production industry.<\/p>\n\n\n\n<p>The program is \u201can ideal entry point for students who want to become professionals in the automotive industry, especially aspiring electric vehicle mechanics,\u201d says Job Corps National Director <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/eta\/eta20230208\" target=\"_blank\" rel=\"noreferrer noopener\">Rachel Torres<\/a>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Investment in Construction Industry Registered Apprenticeship Programs<\/h3>\n\n\n\n<p>The DOL has entered into a <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/eta\/eta20230306\" target=\"_blank\" rel=\"noreferrer noopener\">cooperative agreement<\/a> with the National Urban League and the nonprofit TradesFutures to boost enrollment in apprenticeship readiness programs for the construction sector. The intention is to boost enrollment in registered apprenticeship programs.<\/p>\n\n\n\n<p>\u201cTradesFutures are ready and humbled by the historic opportunity to expand Apprenticeship Readiness Programs across the country,\u201d says TradesFutures Executive Director <a href=\"https:\/\/nul.org\/news\/national-urban-league-and-building-trades-unions-announce-historic-apprenticeship-program-dol\" target=\"_blank\" rel=\"noreferrer noopener\">Nicole Schwartz<\/a>.<\/p>\n\n\n\n<p>\u201cWe welcome this opportunity to help recruit the next infrastructure generation and look forward to maximizing these investments to the greatest extent possible by empowering communities with a stronger, more diverse, and skilled local workforce.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Delivering Youth Employment Works Strategy<\/h3>\n\n\n\n<p>Through its <a href=\"https:\/\/www.dol.gov\/newsroom\/releases\/osec\/osec20230309-0\" target=\"_blank\" rel=\"noreferrer noopener\">Youth Employment Works strategy<\/a>, the DOL seeks to build pathways to good jobs for young people. The three goals of that strategy are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Universal access to job opportunities and support services as young people enter the workforce.<\/li>\n\n\n\n<li>Job training investments for young people.<\/li>\n\n\n\n<li>Universal access to safe and age-appropriate paid work for all young people.<\/li>\n<\/ul>\n\n\n\n<p>As labor leaders support these initiatives, they can use a tool like <a href=\"https:\/\/uniontrack.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">UnionTrack\u00ae ENGAGE\u00ae<\/a> to spread the messaging to members and get feedback on
