Here\u2019s a look inside this legislation and its potential impact on workers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">A Brief Overview of the Infrastructure Investment and Jobs Act<\/h2>\n\n\n\n<p>The Infrastructure Investment and Jobs Act (IIJA) is a comprehensive piece of legislation that \u201cseeks to address a broad range of critical needs in the United States\u2019 built environment, which was recently rated C-minus by the American Society of Civil Engineers,\u201d notes <a href=\"https:\/\/www.mckinsey.com\/industries\/public-and-social-sector\/our-insights\/the-us-bipartisan-infrastructure-law-breaking-it-down\" target=\"_blank\" rel=\"noreferrer noopener\">Justin Badlam, et al.<\/a> in a McKinsey &amp; Company report.<\/p>\n\n\n\n<p>It provides for significant financial investment by the federal government to address several areas of America\u2019s infrastructure. The core elements of the legislation include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Repair, replace and rebuild roads, and bridges.<\/li><li>Modernize public transit systems.<\/li><li>Upgrade waterways, ports, and airports.<\/li><li>Build a national network of electric vehicle charging stations.<\/li><li>Enhance broadband infrastructure.<\/li><li>Improve water and electric systems.<\/li><li>Clean up Superfund and brownfield sites.<\/li><li>Boost the resiliency of infrastructure against climate change, natural disasters, and cyberattacks.<\/li><\/ul>\n\n\n\n<p>It\u2019s an unprecedented investment in nearly every aspect of the national infrastructure and will undoubtedly have a major impact on labor as workers are called on to accomplish the goals set forth in the act.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2022\/02\/image1-2.jpg\" alt=\"Construction workers holding safety helmets; IIJA and workers concept\" class=\"wp-image-2876\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2022\/02\/image1-2.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2022\/02\/image1-2-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2022\/02\/image1-2-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2022\/02\/image1-2-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">How the IIJA Bill May Impact Labor<\/h2>\n\n\n\n<p>The IIJA is rightfully being hailed as a victory for working Americans and, in turn, labor unions. Quite simply, the legislation will put people back to work in good union jobs after a few tumultuous years that have seen millions of workers lose their jobs.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">It Creates Jobs in Union-dense Industries<\/h3>\n\n\n\n<p>In fact, <a href=\"https:\/\/www.moodysanalytics.com\/-\/media\/article\/2021\/macroeconomic-consequences-infrastructure.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Mark Zandi and Bernard Yaros, Jr.<\/a>, chief economist and research director, respectively, at Moody\u2019s Analytics, predict the IIJA will create an estimated 650,000 jobs. Possibly more encouraging is that 75 percent of the jobs created would be for jobs that require no more education than a high school diploma or some non-degreed short-term postsecondary training, note <a href=\"https:\/\/medium.com\/georgetown-cew\/what-exactly-is-infrastructure-ed8fde1132b1\" target=\"_blank\" rel=\"noreferrer noopener\">Anthony Carnevale and Nicole Smith<\/a>, director and chief economist, respectively, at Georgetown University\u2019s Center on Education and the Workforce.<\/p>\n\n\n\n<p>\u201cThe plan would temporarily revive the blue-collar economy as the share of infrastructure jobs increases from 11 percent to 14 percent of all jobs in the US economy,\u201d write Carnevale and Smith. This is a boost for unions that are most prevalent in infrastructure-related industries such as manufacturing, construction, and transportation.<\/p>\n\n\n\n<p>\u201cThis bill fulfills an overdue promise that lawmakers have made to Americans and paves the way for 21st-century infrastructure projects and good-paying union jobs,\u201d says <a href=\"https:\/\/aflcio.org\/2021\/11\/8\/working-people-respond-passage-historic-infrastructure-legislation\" target=\"_blank\" rel=\"noreferrer noopener\">Matthew Biggs<\/a>, president of the International Federation of Professional and Technical Engineers (IFPTE).<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">It Brings Workers In Through Apprenticeships<\/h3>\n\n\n\n<p>The IIJA also allocates funding for workforce development programs in the trades where workers will be most needed. The majority of the jobs in these industries are highly skilled and workers need an opportunity to develop their skills. Apprenticeships are one of the primary tools used to encourage workers to learn trade-specific skills to get good jobs, which is why expanding those types of programs is a key provision in the IIJA.<\/p>\n\n\n\n<p>\u201cWarm up your apprenticeship programs. Get a bigger space and start looking to expand,\u201d says <a href=\"https:\/\/nwlaborpress.org\/2021\/11\/massive-infrastructure-and-jobs-bill-becomes-law\/\" target=\"_blank\" rel=\"noreferrer noopener\">Peter DeFazio<\/a>, chair of the House Committee on Transportation and Infrastructure, to unions. This investment in worker development programs will give labor leaders another tool to bring workers into their industries and organizations. The success of the proposals in the plan will rely, in part, on unions\u2019 ability to entice workers.<\/p>\n\n\n\n<p>As unions implement the programs funded by the infrastructure bill, leaders can
