{"id":2454,"date":"2021-05-11T06:00:00","date_gmt":"2021-05-11T06:00:00","guid":{"rendered":"https:\/\/www.uniontrack.com\/blog\/?p=2454"},"modified":"2021-05-10T14:39:16","modified_gmt":"2021-05-10T14:39:16","slug":"iupat-profile","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/iupat-profile","title":{"rendered":"Profile: IUPAT is a Commanding Presence in the Labor Movement"},"content":{"rendered":"\n<p>Ken Green<br>CEO &amp; Founder<br><a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack<\/a><\/p>\n\n\n\n<p>One of the oldest labor unions in America \u2014 the International Union of Painters and Allied Trades (IUPAT) \u2014 has been a leader in the labor movement since the late 19th century. With a well-earned reputation for confronting political and social issues that impact its members and laborers in general, IUPAT continues to be the voice of workers in demanding better workplace and social protections from government leaders and employers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Current Leaders are Moving a Union with a Strong Past into the Future<\/h2>\n\n\n\n<p>In 1887, trades workers in Baltimore, Maryland, organized to form the The Brotherhood of Painters and Decorators of America in an effort to set compensation standards for workers in the trades and build a community of collaboration among workers. One year later, the union had over 7,000 members and more than 100 locals. It has gone through two name changes since then to accommodate the evolving demographics of members: The Brotherhood of Painters and Allied Trades in 1970 and, finally, The International Union of Painters and Allied Trades in 1999.&nbsp;<\/p>\n\n\n\n<p>Some of the union\u2019s most impactful successes early on include winning a half-holiday on Saturdays and establishing the 40-hour work week, notes <a href=\"https:\/\/www.iupatdc11.com\/content\/iupat-history\" target=\"_blank\" rel=\"noreferrer noopener\">IUPAT District Council 11<\/a> in its history of the union. IUPAT also worked on government projects during World War II, helped create the Civil Rights Act of 1964 and the Department of Housing and Urban Development, campaigned to raise the federal minimum wage, and played a role in passing the Occupational Safety and Health Act of 1970, writes IUPATDC 11.<\/p>\n\n\n\n<p>Headquartered in Hanover, Maryland, IUPAT now boasts over 160,000 members, with members in every U.S. state and Canadian province. Most work in the construction industry but there are some from other industries such as trade shows and the public sector. Members are skilled workers in the trades, and include painters, drywall finishers, glass workers, display installers and floor covering installers.&nbsp;&nbsp;<\/p>\n\n\n\n<p>Currently the union leadership is as follows:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>General President Kenneth Rigmaiden.<\/li><li>General Secretary-Treasurer George Galis.<\/li><li>General Vice Presidents &#8211; William Candelori, Jr., Robert Kucheran, Harry Zell, Mark Van Zevern, and James Williams, Jr.&nbsp;<\/li><li>General President Emeritus &#8211; James A. Williams and A.L. &#8220;Mike&#8221; Monroe.&nbsp;<\/li><\/ul>\n\n\n\n<p>These leaders are carrying the organization through a troubled time for unions. Federal law has made it increasingly difficult for workers to form unions and for unions to provide critical services to their members, writes political scientist <a href=\"https:\/\/www.cnn.com\/2020\/01\/29\/perspectives\/labor-union-laws\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Alexander Hertel-Fernandez<\/a>, who is assistant professor of international and public affairs at Columbia University. That\u2019s why labor organizations, like the IUPAT, are advocating heavily for labor reforms.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"853\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image1-1.jpg\" alt=\"two window installers holding a large plate glass; IUPAT supports workers concept\" class=\"wp-image-2457\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image1-1.jpg 1280w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image1-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image1-1-1024x682.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image1-1-768x512.jpg 768w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">IUPAT is Leading the Charge in Advocating for Worker Protections<\/h2>\n\n\n\n<p>One of the strengths of IUPAT as an organization, as demonstrated by its history, is its political activism. It has long used its public platform to push for legislation protecting working families and is continuing to do so.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">IUPAT Bold Action Platform for Working Families<\/h3>\n\n\n\n<p>Like so many other essential workers, construction workers have been working throughout the pandemic without adequate benefits and protections. \u201cWhile many construction workers have been deemed essential for building and maintaining critical infrastructure, we are an incredibly vulnerable workforce and we are being treated like we are expendable,\u201d says IUPAT General Vice President <a href=\"https:\/\/www.retrofitmagazine.com\/iupat-calls-on-congress-to-protect-u-s-construction-workers\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jim Williams<\/a>.<\/p>\n\n\n\n<p>That\u2019s why in response to the struggles workers were suddenly confronting in the face of the COVID-19 pandemic, the union released its Bold Action Platform for Working Families in March 2020 to encourage Congress to act on behalf of workers.<\/p>\n\n\n\n<p>The plan presented by the union calls on Congress to immediately make four bold actions to protect construction workers:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Provide cash and extended medical leave to workers.<\/li><li>Provide healthcare protections to both insured and uninsured workers.<\/li><li>Invest in pension plans to secure retirement savings.<\/li><li>Invest in infrastructure projects.&nbsp;<\/li><\/ul>\n\n\n\n<p>\u201cWe will fight to ensure our members, and workers across this country, are not left behind by Congress,\u201d says General President <a href=\"https:\/\/www.iupat.org\/news\/final-statement-on-immediate-congressional-action-for-workers-impacted-by-covid-19\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kenneth Rigmaiden<\/a> in his statement on the action plan. \u201cTogether, if Congress takes bold action now to support working families, we can get through this crisis and ensure our health, financial and economic well being.\u201d<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Pass the PRO Act Campaign<\/h3>\n\n\n\n<p>IUPAT is on the forefront of lobbying for passage of the Protecting the Right to Organize (PRO) Act. \u201cThe PRO Act, when it\u2019s signed into law, will be the first national labor law reform in nearly a century to expand the rights of workers,\u201d writes <a href=\"https:\/\/www.iupat.org\/press-room\/iupat-applauds-passage-of-pro-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">Ryan Kekeris<\/a>, assistant national director of organizing at IUPAT.&nbsp;<\/p>\n\n\n\n<p>To boost the bill\u2019s chances of passage, the union created the <a href=\"https:\/\/passtheproact.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Pass the Pro Act Campaign<\/a> to unite workers, unions and labor advocates in the battle to persuade Congressional representatives to pass this important piece of legislation. \u201cAfter nearly 100 years without positive federal labor law reform, we must seize this moment and pass the PRO Act,\u201d <a href=\"https:\/\/www.iupat.org\/press-room\/iupat-statement-on-the-pro-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">Kekeris<\/a> writes in a separate press release.<\/p>\n\n\n\n<p>Since it launched on November 30, 2020, the campaign has garnered the support of 180 unions, 50 combined state labor federations and building trades councils, and more than nine million union members. After commending representatives in the House for passing the legislation, the campaign is now focused on getting it <a href=\"https:\/\/www.uniontrack.com\/blog\/pro-act\" target=\"_blank\" rel=\"noreferrer noopener\">through the Senate<\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1280\" height=\"853\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image3-1.jpg\" alt=\"working in hardhat tapes off drywall; IUPAT supports workers concept\" class=\"wp-image-2459\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image3-1.jpg 1280w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image3-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image3-1-1024x682.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/05\/image3-1-768x512.jpg 768w\" sizes=\"auto, (max-width: 1280px) 100vw, 1280px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Education Opportunities are a Priority for IUPAT<\/h2>\n\n\n\n<p>The union wants to give everybody a chance to succeed as a worker in the trades. That\u2019s why the organization focuses so much of its resources on providing educational and training opportunities for those that are new to the trades as well as experienced professionals.&nbsp;<\/p>\n\n\n\n<p>\u201cThe IUPAT offers exciting opportunities to anyone willing to put in the time and effort to learn the skills to succeed in the finishing trades. With the IUPAT, you can punch your ticket to the middle class,\u201d the union announced in its spring 2020 <a href=\"https:\/\/www.iupat.org\/wp-content\/uploads\/IUPAT_Spring20_-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Painters and Allied Trades Journal<\/a>.&nbsp;<\/p>\n\n\n\n<p>These opportunities include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A residency-based undergraduate degree program in the Harry Van Arsdale, Jr. School of Labor Studies at <a href=\"https:\/\/www.esc.edu\/labor-studies-school\/labor-studies-programs\/iupat\/\" target=\"_blank\" rel=\"noreferrer noopener\">SUNY Empire State College<\/a>.&nbsp;<\/li><li>Apprenticeship training and continuing education at <a href=\"https:\/\/ifti.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">The International Finishing Trades Institute<\/a>, the training and education department of IUPAT. The institute also offers journey worker upgrades, certification opportunities, and trade- and product-specific programs.&nbsp;<\/li><li>Free career training for veterans and transitioning service members through the <a href=\"https:\/\/pat-vp.org\/?page_id=693\" target=\"_blank\" rel=\"noreferrer noopener\">Painters and Allied Trades Veterans Program<\/a>.<\/li><\/ul>\n\n\n\n<p>Through these educational programs, IUPAT provides the skills and resources workers need to succeed at every level of their careers.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">IUPAT Members Give Back to the Local Communities<\/h2>\n\n\n\n<p>Giving back is a way of life for IUPAT members. The union prioritizes community outreach as a way of serving the communities that support its members. Here are what members at a few IUPAT locals around the country have been doing in their local communities:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Commercial painter apprentices from <a href=\"https:\/\/www.dc21.org\/core\/\" target=\"_blank\" rel=\"noreferrer noopener\">Local 2011<\/a> in Philadelphia, Pennsylvania, repainted rooms at the Sharon Hill Veterans Home and members built trophy and apparel cases at the Bustleton Bengals Youth Club.<\/li><li>IUPAT <a href=\"https:\/\/pdc30.com\/blog\/cdoa\" target=\"_blank\" rel=\"noreferrer noopener\">Painters District Council #30<\/a> (PDC 30) community day of action supports local food banks through food drives.&nbsp;<\/li><li>Together with the St. Paul Building Trades and the St. Paul Regional Labor Federation, <a href=\"http:\/\/iupat82.org\/announcing-the-march-20th-truckload-of-food-giveaway\/\" target=\"_blank\" rel=\"noreferrer noopener\">IUPAT District Council 82<\/a> distributed free boxes of fresh food. The boxes contained 25-30 pounds of fresh meat, dairy and produce.<\/li><li><a href=\"https:\/\/pdc14.com\/news\/2021-angel-tree-program-delivers-for-the-holidays\" target=\"_blank\" rel=\"noreferrer noopener\">Painters District Council 14<\/a> partnered with Celestial Ministries to participate in the Prison Fellowship\u2019s Annual Angel Tree Program. Through the program, children of incarcerated parents receive a gift on their parent\u2019s behalf.&nbsp;<\/li><\/ul>\n\n\n\n<p>These endeavors and countless others by IUPAT members around the county and in Canada demonstrate the union\u2019s commitment to being a partner in local communities where members live and work.<\/p>\n\n\n\n<p>This union is not afraid to be a vocal leader for all workers and the labor movement.
