Schools closed. Daycares shut their doors. Babysitters went into lockdown.&nbsp;<\/p>\n\n\n\n<p>As a result, 55.1 million school-age students were no longer in classrooms, as <a href=\"https:\/\/www.edweek.org\/leadership\/map-coronavirus-and-school-closures-in-2019-2020\/2020\/03\" target=\"_blank\" rel=\"noreferrer noopener\">Education Week<\/a> reported at the height of pandemic-induced school closures. Another 5 million children were no longer attending daycares or preschools, according to <a href=\"https:\/\/www.washingtonpost.com\/politics\/2020\/05\/20\/pandemic-upended-child-care-it-could-be-devastating-working-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amanda Becker<\/a>, a reporter for The 19th.\u00a0<\/p>\n\n\n\n<p>Instead, those children were at home. And so almost overnight, millions of working parents had to figure out how to juggle their jobs and care for their children, who had nowhere to go.&nbsp;<\/p>\n\n\n\n<p>This was a scenario most families were not prepared for. And with a lack of adequate support and resources for working parents, the chaos of what to do about work and child care quickly developed into one of the most significant crises workers have faced during the COVID-19 pandemic.&nbsp;<\/p>\n\n\n\n<p>While all parents have been impacted to some degree, the <a href=\"https:\/\/www.uniontrack.com\/blog\/unions-support-working-parents\">child care crisis<\/a> has been especially hard on working moms, on whom child care responsibilities tend to fall more heavily.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Working Moms Have Been Disproportionately Impacted by the Lack of Child Care Options<\/h2>\n\n\n\n<p>Numerous studies conducted during the pandemic have shown that working moms were more heavily impacted by the child care crisis.&nbsp;<\/p>\n\n\n\n<p>One such study, conducted in April of 2020 by <a href=\"https:\/\/news.usc.edu\/171617\/covid-19-women-job-losses-childcare-mental-health-usc-study\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Economic and Social Research (CESR)<\/a> at the University of Southern California, found that 33 percent of working mothers reported being the primary caregiver in the family. That figure for working fathers was 10 percent.&nbsp;<\/p>\n\n\n\n<p>Consequently, those working mothers were the ones put in the position of having to find a solution to a problem for which they didn\u2019t have any contingency plans. <a href=\"https:\/\/www.theatlantic.com\/family\/archive\/2020\/10\/pandemic-amplifying-bias-against-working-mothers\/616565\/\" target=\"_blank\" rel=\"noreferrer noopener\">Marianne Cooper<\/a>, sociologist at the VMware Women&#8217;s Leadership Innovation Lab at Stanford University, notes how working mothers have been disproportionately \u201cbearing the brunt of a public-health emergency they did not create and cannot single-handedly manage.\u201d&nbsp;<\/p>\n\n\n\n<p>Many working moms have had no choice but to provide child care at the expense of their jobs and their families\u2019 financial security. \u201cWomen are taking side steps, turning down promotions and other opportunities,\u201d says <a href=\"https:\/\/www.nbcnews.com\/know-your-value\/feature\/taking-side-steps-turning-down-promotions-how-working-mothers-are-ncna1256542\" target=\"_blank\" rel=\"noreferrer noopener\">Subha Barry<\/a>, president of Working Mother Media.<\/p>\n\n\n\n<p>Those women have had to make these sacrifices precisely because there are few benefits, if any, for working parents in the U.S. that would support them through a child care crisis.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"775\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image3.jpg\" alt=\"Working mom on a laptop at home caring for two childern\" class=\"wp-image-2417\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image3.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image3-300x194.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image3-1024x661.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image3-768x496.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Where Are the Parental Benefits for Working Parents in the US?<\/h2>\n\n\n\n<p>\u201cThey had suggested I take a voluntary layoff with no promise of return,\u201d working mom Katie Simon tells <a href=\"https:\/\/www.cnn.com\/2020\/08\/19\/economy\/women-quitting-work-child-care\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Anneken Tappe<\/a> at CNN Business. In the middle of the COVID-19 pandemic, Simon says she had to push her employer hard just for the option to work from home while she looked after her child.&nbsp;<\/p>\n\n\n\n<p>Unfortunately, too many working moms have faced similar battles. Why has balancing work and child care been such a struggle?<\/p>\n\n\n\n<p>One reason: The U.S. is the only industrialized nation in the world that does not guarantee paid family and medical leave for workers at a federal level, explains <a href=\"https:\/\/www.americanprogress.org\/issues\/women\/news\/2021\/02\/05\/495504\/quick-facts-paid-family-medical-leave\/\" target=\"_blank\" rel=\"noreferrer noopener\">Diana Boesch<\/a>, a policy analyst at the Center for American Progress. Boesch notes that only about eight states extend such guarantees for workers. For working parents, that lack of guaranteed paid time off has been the catalyst for so many of their child care struggles.&nbsp;<\/p>\n\n\n\n<p>\u201cParents seem angry in a way that I haven&#8217;t seen them in the past,\u201d says <a href=\"https:\/\/www.npr.org\/2020\/09\/29\/918127776\/this-is-too-much-working-moms-are-reaching-the-breaking-point-during-the-pandemi\" target=\"_blank\" rel=\"noreferrer noopener\">Caitlyn Collins<\/a>, assistant professor of sociology at Washington University in St. Louis and author of the book \u201cMaking Motherhood Work.\u201d&nbsp;<\/p>\n\n\n\n<p>With no guaranteed benefits for most of this country\u2019s working parents, the decision to extend any such benefits has been left to the prerogative of employers. While some companies have adopted policies to help working parents during the pandemic, that has been the exception, not the rule.&nbsp;<\/p>\n\n\n\n<p>Without that support, too many working parents \u2014 especially moms \u2014 have had no choice but to cut back at work or leave altogether.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Working Moms Are Forced to Leave Work to Care for Kids<\/h2>\n\n\n\n<p>The child care crisis has had devastating effects on the ability for working moms to pursue their professional ambitions. For example:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A <a href=\"https:\/\/www.pewtrusts.org\/en\/research-and-analysis\/blogs\/stateline\/2020\/09\/28\/mothers-are-3-times-more-likely-than-fathers-to-have-lost-jobs-in-pandemic\" target=\"_blank\" rel=\"noreferrer noopener\">Stateline<\/a> analysis of current population survey data provided by the University of Minnesota shows that mothers of children younger than 12 lost nearly 2.2 million jobs between February and August of 2020 (a 12-percent drop). Working fathers lost about 878,000 jobs (a 4-percent drop) in that same time period.<\/li><li><a href=\"https:\/\/www.businessinsider.com\/september-jobs-report-women-labor-force-participation-2020-10\" target=\"_blank\" rel=\"noreferrer noopener\">The Bureau of Labor Statistics<\/a> reports 865,000 women dropped out of the labor force in September of 2020. For men, that number was 216,000.&nbsp;<\/li><li>Collins at Washington University was the corresponding author on <a href=\"https:\/\/onlinelibrary.wiley.com\/doi\/full\/10.1111\/gwao.12506\" target=\"_blank\" rel=\"noreferrer noopener\">a 2020 study<\/a> that found working mothers of young children have lost four to five times more work hours than working fathers during the pandemic.&nbsp;&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<p>This data suggests that the U.S. is experiencing a recession specifically for working women. \u201cWomen are taking the brunt of the labor market damage from COVID-19,\u201d says <a href=\"https:\/\/abcnews.go.com\/US\/amid-covid-19-moms-leaving-workforce-lasting-impact\/story?id=74468354\" target=\"_blank\" rel=\"noreferrer noopener\">Alicia Modestino<\/a>, associate professor of Public Policy and Urban Affairs and Economics at Northeastern University in Boston.&nbsp;<\/p>\n\n\n\n<p>\u201cThis is for two reasons. One is because a lot of the industries and occupations that they work in have been hard hit by the pandemic. But the second reason is because of the lack of child care and the disruption that daycare and school closures have caused.\u201d<\/p>\n\n\n\n<p>The exodus of so many working women will have far-reaching implications. That\u2019s why unions, allies and labor advocates have been fighting to secure better workplace protections for them.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image1.jpg\" alt=\"tired working mom with child\" class=\"wp-image-2415\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image1-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/04\/image1-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Labor Advocates Are Lobbying on Behalf of Working Moms<\/h2>\n\n\n\n<p>Though they may feel as though they are, working moms are not battling this issue alone.&nbsp;<\/p>\n\n\n\n<p>Labor advocates, including unions, are lobbying on their behalf for workplace changes that would give them the resources and support they need to manage their jobs and child care responsibilities. \u201cAmerican\u2019s labor movement supports easing the squeeze on working families as they raise kids,\u201d then-vice presidential candidate Kamala Harris and AFL-CIO Secretary-Treasurer\u200b\u200b <a href=\"https:\/\/www.detroitnews.com\/story\/opinion\/2020\/09\/07\/opinion-kamala-harris-shuler-unions-help-america-build-back-better-after-covid-19\/5735248002\/\" target=\"_blank\" rel=\"noreferrer noopener\">Elizabeth Shuler<\/a> wrote in September 2020.&nbsp;<\/p>\n\n\n\n<p>Here are but two examples of what unions are doing to ease the burden on working moms:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>When schools and daycares closed last spring, the <a href=\"https:\/\/www.latimes.com\/business\/story\/2020-07-24\/schools-out-forever-are-l-a-s-largest-employers-meeting-the-needs-of-parents\" target=\"_blank\" rel=\"noreferrer noopener\">United Food and Commercial Workers (UFCW) Local 770<\/a> negotiated an emergency deal with numerous employers that allowed workers to take an indefinite personal leave of absence but keep their health benefits, which was important for working mothers who weren\u2019t able to go to work because of child care responsibilities.&nbsp;<\/li><li>The union Nonprofit Professional Employee Union (NPEU) \u2013 Every Texan United secured an agreement for workers to have Fridays off to care for family, shares <a href=\"https:\/\/www.laborpress.org\/mama-get-yourself-a-union\/\" target=\"_blank\" rel=\"noreferrer noopener\">Amanda Posson<\/a>, a member of the NPEU-Every Texan United. Posson notes the union is also negotiating for 24 weeks of paid parental and family medical leave as well as additional days off that coincide with school holidays to create a more family-friendly workplace.&nbsp;<\/li><\/ul>\n\n\n\n<p>While these efforts were critical for working moms during the pandemic, labor advocates recognize the need for \u2014 and are lobbying for \u2014 policy changes that would permanently transform the child care system in the U.S. to make it more equitable to all working parents.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Proposed Policy Changes to Support Working Parents<\/h2>\n\n\n\n<p>The Center for American Progress is calling for state and federal legislation that \u201cprotects working parents from discrimination based on their caregiving responsibilities,\u201d <a href=\"https:\/\/www.americanprogress.org\/issues\/women\/reports\/2020\/06\/03\/485855\/valuing-womens-caregiving-coronavirus-crisis\/\" target=\"_blank\" rel=\"noreferrer noopener\">Diana Boesch and Katie Hamm<\/a> write.&nbsp;<\/p>\n\n\n\n<p>\u201cThe workplace rules in the United States were not built with caregivers in mind and need major restructuring to prioritize care and caregiving,\u201d write <a href=\"https:\/\/www.americanprogress.org\/issues\/women\/reports\/2020\/10\/30\/492582\/covid-19-sent-womens-workforce-progress-backward\/\" target=\"_blank\" rel=\"noreferrer noopener\">Julie Kashen, Sarah Jane Glynn and Amanda Novello<\/a> in a report by The Century Foundation and the Center for American Progress.&nbsp;<\/p>\n\n\n\n<p>The authors propose that, at minimum, the following policies must be enacted to fix the child care crisis and help working parents, especially moms:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Comprehensive and permanent paid family and medical leave.<\/li><li>Paid sick days.<\/li><li>Workplace scheduling flexibility.<\/li><\/ul>\n\n\n\n<p>The Brookings Institute echoes the calls for federal legislation and funding to support access to and affordability of child care for working parents. \u201cA permanent federal paid parental leave policy and a sustained funding increase for the Child Care and Development Block Grant (CCDBG) would go a long way in reducing the cost of childcare and working mothers\u2019 overreliance on it,\u201d write <a href=\"https:\/\/www.brookings.edu\/essay\/why-has-covid-19-been-especially-harmful-for-working-women\/\" target=\"_blank\" rel=\"noreferrer noopener\">Nicole Bateman and Martha Ross<\/a>, respectively a research analyst and senior fellow at the Brookings Institute.&nbsp;<\/p>\n\n\n\n<p>For their part, unions are continuing to negotiate flexible working hours, better pay and benefits, and more child care benefits for working parents. They are also joining the efforts of other labor advocates to pass federal legislation to address this issue.&nbsp;<\/p>\n\n\n\n<p>As they engage members in conversations surrounding the child care crisis, union leaders can use a tool like <a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack ENGAGE<\/a> to facilitate real-time communication.&nbsp;<\/p>\n\n\n\n<p><small><em>Images by:
