Here\u2019s What Unions Are Doing To Help."},"content":{"rendered":"\n<p>Ken Green<br>CEO &amp; Founder<br><a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack<\/a><\/p>\n\n\n\n<p>The travel industry has taken a significant hit during the COVID-19 pandemic. Airline, cruise and hotel workers have faced significant economic security threats as travel continues to be severely restricted.&nbsp;<\/p>\n\n\n\n<p>The travel industry has seen some of the biggest employment losses. According to data from the <a href=\"https:\/\/www.ustravel.org\/sites\/default\/files\/media_root\/Employment%20report%2010-6-2020%5B4%5D.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">U.S. Travel Association<\/a>, the industry\u2019s unemployment rate peaked at nearly 15 percent in April 2020. It has also suffered about 36 percent of all COVID-related job losses.&nbsp;<\/p>\n\n\n\n<p>Many travel industry workers have been able to do little more than sit and wait for travel restrictions to be lifted. During that time, many have struggled to make ends meet.&nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cNo one expected this,\u201d says <a href=\"https:\/\/www.miamiherald.com\/news\/business\/article246262765.html\" target=\"_blank\" rel=\"noreferrer noopener\">Santra Denis<\/a>, interim executive director for worker advocacy group Miami Workers Center. \u201cFor people who work day-to-day without any benefits or fallback, it\u2019s traumatizing. They\u2019re looking at each other at home like, how are we going to survive?\u201d<\/p>\n\n\n\n<p>That\u2019s where unions have stepped in to help. Travel worker unions have been actively lobbying for the protections these people need during this difficult time.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Airline Workers Struggle With Job Security and Safety<\/h2>\n\n\n\n<p>\u201cThe COVID-19 crisis hit airline workers with speed and devastation\u201d writes <a href=\"https:\/\/labornotes.org\/2020\/07\/flight-attendants-tell-airlines-dont-even-think-about-concessions\" target=\"_blank\" rel=\"noreferrer noopener\">Sara Nelson<\/a>, international president of the Association of Flight Attendants-CWA.&nbsp;<\/p>\n\n\n\n<p>From pilots to TSA agents to baggage handlers, the industry\u2019s workers have spent the last year worrying about not only their job security \u2014 due to ongoing layoffs and furloughs \u2014 but also their safety at work. And they have relied on their unions to secure as many protections as possible during this difficult time.&nbsp;<\/p>\n\n\n\n<p>The unions have responded by lobbying for financial assistance from the government and negotiating workplace protections for their members.&nbsp;<\/p>\n\n\n\n<p>Union leaders were instrumental in securing $25 billion in the first Coronavirus Aid, Relief, and Economic Security (CARES) Act in March 2020 and nearly $15 billion in the second CARES Act in December 2020. That money was used in part to curb the layoffs and furloughs in the industry. At the time of the second act, CNBC airline reporter <a href=\"https:\/\/www.cnbc.com\/2020\/12\/20\/airlines-on-track-to-get-15-billion-in-federal-aid.html\" target=\"_blank\" rel=\"noreferrer noopener\">Leslie Joseph<\/a> wrote that more than 100,000 air travel workers had lost their jobs, with nearly 50,000 more on the line.&nbsp;<\/p>\n\n\n\n<p>Unions have also been negotiating contracts that better protect workers on the job. A survey and report by <a href=\"http:\/\/airlineaccountability.org\/wp-content\/uploads\/2017\/10\/Airborne-Grounding-the-Next-Pandemic-Before-it-Takes-Off.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Airport Workers United<\/a>, an initiative of the Service Employees International Union (SEIU), shows that 80 percent of essential airport workers feel they are at an increased risk of exposure to the virus at work. The majority of survey respondents also say employers haven\u2019t offered enough COVID-related training or personal protective equipment (PPE).&nbsp;<\/p>\n\n\n\n<p>In response to such concerns, early on in the crisis the American Federation of Government Employees (AFGE, AFL-CIO) expressed frustration with the Travel Safety Administration (TSA) for not protecting workers. \u201cDespite our union\u2019s numerous requests for adequate masks and protective equipment, TSA has failed to properly equip our officers with the resources they need to prevent infection,\u201d said AFGE National President <a href=\"https:\/\/www.hstoday.us\/subject-matter-areas\/airport-aviation-security\/tsa-employees-union-calls-on-tsa-to-provide-better-protection-for-airport-security-screeners\/\" target=\"_blank\" rel=\"noreferrer noopener\">Everett Kelley<\/a>.<\/p>\n\n\n\n<p>The union demanded better. For example, it argued for the right for vulnerable TSA workers to stay home amid the pandemic by using weather and safety leave. It was a policy that was extended in the beginning but canceled in June 2020, even as cases continued to rise.&nbsp;<\/p>\n\n\n\n<p>\u201cYour decision to implement WSL for high-risk employees correctly recognized that the Agency could continue to carry out its mission without having to sacrifice its most vulnerable employees, and this calculus has not changed,\u201d said <a href=\"https:\/\/www.washingtonpost.com\/transportation\/2020\/08\/05\/union-wants-vulnerable-tsa-officers-be-kept-home-coronavirus-cases-among-employees-surge\/\" target=\"_blank\" rel=\"noreferrer noopener\">Hydrick Thomas<\/a>, president of the AFGE Council 100, wrote to the TSA, arguing for reinstatement of the policy.&nbsp;<\/p>\n\n\n\n<p>As vaccines become more readily available, unions are lobbying for airline workers to be a priority group.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"797\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image2-2.jpg\" alt=\"Air traffic controller at console; travel industry workers concept\" class=\"wp-image-2377\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image2-2.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image2-2-300x199.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image2-2-1024x680.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image2-2-768x510.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Cruise Workers Have Been Stranded at Sea and at Home<\/h2>\n\n\n\n<p>Workers in the cruise industry have been stranded in more ways than one as a result of the global health crisis.&nbsp;<\/p>\n\n\n\n<p>When the novel coronavirus first broke out, hundreds of cruise ship workers were stranded on ships with nowhere to dock \u2014 and repatriation challenges holding them back from land as the virus spread on board. Many of those were stranded without pay, reports CNN\u2019s <a href=\"https:\/\/www.cnn.com\/travel\/article\/11-days-cruising-changed-forever\/index.html\" target=\"_blank\" rel=\"noreferrer noopener\">Francesca Street<\/a>. That is still the case for thousands.&nbsp;<\/p>\n\n\n\n<p>According to the U.S. Coast Guard, in May 2020, three months after the first report of a case about a ship, there were more than 57,000 crew members aboard 74 ships in and around U.S. ports. That number was down to 10,000 crew in September 2020. Unions such as the International Transport Workers&#8217; Federation (ITF) and the International Longshore and Warehouse Union (ILWU) have been doing what they can to help these workers repatriate safely.&nbsp;<\/p>\n\n\n\n<p>The <a href=\"https:\/\/actionnetwork.org\/petitions\/demand-just-treatment-for-grand-princess-workers-stranded-on-coronavirus-stricken-cruise-ship?source=direct_link\" target=\"_blank\" rel=\"noreferrer noopener\">Action Network<\/a> started a petition to demand better treatment of workers stuck at sea. The petition, supported by allies, issues demands such as:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>The disembarkment and testing of workers.&nbsp;<\/li><li>The adequate compensation of workers for full contract terms.&nbsp;<\/li><li>Transparency on COVID-19 mitigation measures.&nbsp;<\/li><\/ul>\n\n\n\n<p>\u201cTherefore, we demand that major cruise lines take all necessary measures to preserve the health, safety, and well-being of their crew members in light of the COVID-19 infection on hundreds of cruise ships currently stranded in ports across the world,\u201d says the coalition in its petition.&nbsp;<\/p>\n\n\n\n<p>Cruise ship workers are also suffering high levels of unemployment. According to data from the <a href=\"https:\/\/www.usatoday.com\/story\/travel\/cruises\/2020\/11\/19\/cruising-faces-254000-american-jobs-32-billion-lost-pandemic\/3776982001\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cruise Lines International Association (CLIA)<\/a>, the suspension of cruising has resulted in the loss of more than 254,000 jobs in the U.S. The future for these workers is still uncertain, as some cruise lines are planning for 2021 voyages while others are still not booking until 2022.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image1-2.jpg\" alt=\"Portrait of happy female hotel receptionist standing at workplace; travel industry workers concept\" class=\"wp-image-2376\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image1-2.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image1-2-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image1-2-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2021\/03\/image1-2-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Hotel Workers\u2019 Jobs Remain at Risk<\/h2>\n\n\n\n<p>Hotels are struggling alongside cruise ships and airlines. According to survey data from the <a href=\"https:\/\/www.ahla.com\/sites\/default\/files\/State%20Hotel%20Closures.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">American Hotel and Lodging Association<\/a>, 38,000 of the 58,000 hotels in America are in danger of closing.&nbsp;<\/p>\n\n\n\n<p>If that were to happen, it would put an estimated 1.5 million people out of work. Unions representing these workers have been hard at work throughout the pandemic trying to prevent those job losses and to help workers who were laid off or furloughed.&nbsp;<\/p>\n\n\n\n<p>As the primary union representing hotel workers, <a href=\"https:\/\/unitehere.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Unite Here<\/a> has been especially active. The union has set up phone banks to help members with issues such as filing for unemployment and food stamps, <a href=\"https:\/\/www.propublica.org\/article\/inside-the-union-where-coronavirus-puts-98--of-members-out-of-work\" target=\"_blank\" rel=\"noreferrer noopener\">James Bandler<\/a> at ProPublica reports. Some locals are feeding members by delivering meals to homes and hosting drive-through food pick ups, notes Bandler. For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><a href=\"https:\/\/ottawacitizen.com\/news\/hotel-workers-struggle-in-pandemic-wondering-when-or-if-they-will-be-called-back-to-work\" target=\"_blank\" rel=\"noreferrer noopener\">Unite Here Local 261<\/a> in Ottawa, Canada, is advocating for a one-year extension on the negotiated contract time from temporary layoff to permanent job loss with employers so hotel workers would have another year before being permanently unemployed.&nbsp;<\/li><li><a href=\"https:\/\/www.abc10.com\/article\/news\/local\/california\/recall-rights-job-protections\/509-d7a5ef12-7b9b-4696-8416-3b78629e830f\" target=\"_blank\" rel=\"noreferrer noopener\">Unite Here Local 11<\/a> in Los Angeles has been supporting local worker recall ordinances that mandate businesses rehire laid off workers as soon as jobs are available.<\/li><\/ul>\n\n\n\n<p>Ally groups have also been doing what they can to help out-of-work hotel employees. In Los Angeles, <a href=\"https:\/\/www.cluejustice.org\/unite_here_hospitality_workers_covid19\" target=\"_blank\" rel=\"noreferrer noopener\">Clergy &amp; Laity United for Economic Justice<\/a> (CLUE) set up an Emergency Hospitality Worker Hardship Fund to help hospitality workers who are unable to collect unemployment.&nbsp;<\/p>\n\n\n\n<p>These efforts have supported hotel workers at a time when they have desperately needed it.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The Futures of These Industries is Still Uncertain<\/h2>\n\n\n\n<p>\u201cIt\u2019s going to take a little bit of time for the travel industry to wake up\u201d after the COVID-related devastation, travel industry analyst <a href=\"https:\/\/www.marketplace.org\/2020\/12\/29\/airlines-get-relief-funds-travel-rebound-may-take-a-while\/\" target=\"_blank\" rel=\"noreferrer noopener\">Henry Harteveldt<\/a> says. He is predicting a return to only 60 percent of pre-pandemic travel levels by the middle of 2021, with airlines offering fewer flights and cruise lines staggering their return to the seas.&nbsp;<\/p>\n\n\n\n<p>When workers can expect to see a full recovery and a full return to work is uncertain.
