{"id":2198,"date":"2020-11-10T06:00:00","date_gmt":"2020-11-10T06:00:00","guid":{"rendered":"http:\/\/www.uniontrack.com\/blog\/?p=2198"},"modified":"2020-11-09T15:21:00","modified_gmt":"2020-11-09T15:21:00","slug":"engage-young-workers","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/engage-young-workers","title":{"rendered":"How Unions Can Engage Young Workers During the Pandemic"},"content":{"rendered":"\n<p>Ken Green<br>CEO\/Founder<br><a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack<\/a><\/p>\n\n\n\n<p>Though workers of every demographic have been impacted by the COVID-driven economic shutdowns, younger workers have been hit especially hard and will likely suffer greater long-term consequences.\u00a0<\/p>\n\n\n\n<p>Research presented by <a href=\"https:\/\/www.pewresearch.org\/fact-tank\/2020\/03\/27\/young-workers-likely-to-be-hard-hit-as-covid-19-strikes-a-blow-to-restaurants-and-other-service-sector-jobs\/\" target=\"_blank\" rel=\"noreferrer noopener\">Rakesh Kochhar and Amanda Barroso<\/a> at the Pew Research Center shows \u201cyoung people in particular are set to be disproportionately affected by virus-related layoffs.\u201d One reason is they make up 24 percent of employment in high-risk industries that are facing heightened likelihood of closures where COVID-19 outbreaks are severe.<\/p>\n\n\n\n<p>Other factors contribute to that disproportionate impact, as <a href=\"https:\/\/iloblog.org\/2020\/04\/15\/young-workers-will-be-hit-hard-by-covid-19s-economic-fallout\/\" target=\"_blank\" rel=\"noreferrer noopener\">Susana Puerto and Kee Kim<\/a> with the International Labour Organization (ILO) point out:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Young workers are usually laid off before their older co-workers.<\/li><li>They work in jobs that are low-paying with no social benefits, including the inability to file for unemployment<\/li><li>They have little to no savings, so they cannot afford to be furloughed or unemployed, which means many show up to work even if they are sick.<\/li><li>They are more at risk for losing their jobs to automation in the long run.&nbsp;<\/li><\/ul>\n\n\n\n<p>These are unsettling truths for a generation of workers who were already struggling to gain economic traction before the global pandemic.&nbsp;<\/p>\n\n\n\n<p>\u201cThey\u2019re just starting off and trying to get their footing in general,\u201d says <a href=\"https:\/\/www.cnbc.com\/2020\/08\/31\/young-workers-at-risk-of-financial-exhaustion-due-to-coronvirus-pandemic.html\" target=\"_blank\" rel=\"noreferrer noopener\">Molly Passantino<\/a>, senior specialist of retirement and annuities at TD Ameritrade. \u201cNow there\u2019s an additional setback with the coronavirus.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Younger Workers\u2019 Struggles Have Been Exacerbated by the Pandemic<\/h2>\n\n\n\n<p>That new workers are having a hard time finding their economic footing is not surprising.\u00a0<\/p>\n\n\n\n<p>In 2017, <a rel=\"noreferrer noopener\" href=\"https:\/\/equitablegrowth.org\/working-papers\/from-decent-to-lousy-jobs-new-evidence-on-the-decline-in-american-job-quality-1979-2017\/\" target=\"_blank\">David Howell<\/a>, professor of economics and public policy at The New School for Social Research, published research demonstrating a rapid increase in the concentration of the younger generation in what Howell defines as \u201clousy-wage\u201d jobs, primarily in sectors such as retail, education and food service.\u00a0<\/p>\n\n\n\n<p>Those circumstances haven\u2019t improved. Those jobs just so happen to have been particularly impacted by the pandemic, leaving younger workers to bear a larger burden of the economic impact.&nbsp;<\/p>\n\n\n\n<p>Case in point: More young people are losing their jobs than are older workers, says <a rel=\"noreferrer noopener\" href=\"https:\/\/www.msn.com\/en-us\/money\/markets\/low-income-and-younger-workers-bear-brunt-of-coronavirus-related-layoffs-study-finds\/ar-BB13zevY\" target=\"_blank\">Daniel Sternberg<\/a>, head of data science at payroll company Gusto. His company\u2019s data shows a 93 percent higher rate of layoffs for workers under the age of 25 than for those 35 and older. These are the same workers who were already living paycheck-to-paycheck.<\/p>\n\n\n\n<p>\u201cThe toll on young workers is particularly tragic because they have had less time to save, often have debt from school or training, and the setbacks they experience now can harm their earnings over the course of their professional lives,\u201d says <a href=\"https:\/\/uniglobalunion.org\/news\/covid-19-crisis-proving-young-workers-need-trade-unions-and-collective-bargaining-more-ever\" target=\"_blank\" rel=\"noreferrer noopener\">Christy Hoffman<\/a>, general secretary of UNI Global Union.<\/p>\n\n\n\n<p>This has been especially true for front-line workers who have been working with the additional risk of infection in a workplace to which they are financially forced to report.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image3-1.jpg\" alt=\"Portrait of young female factory worker; engage younger workers\" class=\"wp-image-2203\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image3-1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image3-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image3-1-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image3-1-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Young Essential Workers Are Suffering<\/h2>\n\n\n\n<p>Not only have front-line workers reported to work everyday under the threat of contracting the virus, but many have done so without proper health and safety protections.<\/p>\n\n\n\n<p>Take the healthcare industry, for example. An investigation of front-line by <a rel=\"noreferrer noopener\" href=\"https:\/\/www.theguardian.com\/us-news\/2020\/aug\/11\/young-health-workers-killed-covid-19-coronavirus-us\" target=\"_blank\">The Guardian and Kaiser Health News<\/a> found that among the 167 confirmed healthcare worker deaths (as of early August 2020), 13 percent of those who died were younger than 40.<\/p>\n\n\n\n<p>It isn\u2019t just the threat of illness causing hardships for these workers. They have been working longer hours without additional pay or time off with few avenues of recourse to pursue when employers take advantage of them.&nbsp;<\/p>\n\n\n\n<p>In the end, these workers are \u201cessential, but undervalued,\u201d <a href=\"https:\/\/www.brookings.edu\/research\/essential-but-undervalued-millions-of-health-care-workers-arent-getting-the-pay-or-respect-they-deserve-in-the-covid-19-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Molly Kinder<\/a> at the Brookings Institution writes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Unionization Is the Solution for The Younger Generation&nbsp;<\/h2>\n\n\n\n<p>Unions have been crucial to securing workplace protections for workers during the pandemic, write <a href=\"https:\/\/www.epi.org\/publication\/why-unions-are-good-for-workers-especially-in-a-crisis-like-covid-19-12-policies-that-would-boost-worker-rights-safety-and-wages\/\" target=\"_blank\" rel=\"noreferrer noopener\">Celine McNicholas, Lynn Rhinehart, Margaret Poydock, Heidi Shierholz and Daniel Perez<\/a> with the Economic Policy Institute (EPI).&nbsp;<\/p>\n\n\n\n<p>Throughout the pandemic, unions have negotiated hazard pay, on-site job health and safety protocols, paid sick leave, job preservation, and protections from retaliation for speaking up about COVID-related workplace hazards, the EPI researchers note.<\/p>\n\n\n\n<p>This means, in general, union workers have fared better than nonunion workers. \u201cUnion members report better COVID-19 workplace practices and outcomes than nonmembers,\u201d write <a href=\"https:\/\/rooseveltinstitute.org\/wp-content\/uploads\/2020\/07\/RI_SurveryofEssentialWorkers_IssueBrief_202006-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Alexander Hertel-Fernandez, Suresh Naidu, Adam Reich and Patrick Youngblood<\/a> in a report published by the Roosevelt Institute based on a survey of essential workers during the pandemic.<\/p>\n\n\n\n<p>But young people may not be aware of their workplace rights or <a href=\"https:\/\/www.uniontrack.com\/blog\/roadmap-for-unionizing-first-steps\">how unions can secure protections<\/a> for them. For unions, the data from these reports is evidence that now is the time to focus on recruiting these workers into their memberships.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image1-1.jpg\" alt=\"medical nurse and colleagues in hospital; engage younger workers\" class=\"wp-image-2201\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image1-1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image1-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image1-1-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/11\/image1-1-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Unions Must Take This Chance to Connect With Young Workers<\/h2>\n\n\n\n<p>In this time of economic instability, fear and uncertainty about the future are plaguing young people. They need more workplace protections, better support in the labor market and some assurances that their future is bright. Labor unions can provide these things for them.<\/p>\n\n\n\n<p>Here\u2019s how unions can <a href=\"https:\/\/www.uniontrack.com\/blog\/unions-engage-millennials\" target=\"_blank\" rel=\"noreferrer noopener\">establish relationships<\/a> with young workers who are frustrated by the lack of control they have had in the workplace during the pandemic.\u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Activate Young Members Groups to Reach out to Peers<\/h3>\n\n\n\n<p>Referrals and word-of-mouth advocacy can be used to build bridges between a new generation and unions.\u00a0<\/p>\n\n\n\n<p>One way to start those conversations is to have current members share testimonials about why they joined their union and what benefits they realize through their memberships.&nbsp;<\/p>\n\n\n\n<p>Further, create subgroups in the union that are tasked with engaging young workers and promoting union awareness. The <a href=\"https:\/\/www.iatse.net\/member-resources\/iatse-young-workers\" target=\"_blank\" rel=\"noreferrer noopener\">International Alliance of Theatrical Stage Employees, Moving Picture Technicians, Artists and Allied Crafts of the United States\u2019s<\/a> (IATSE) Young Workers Initiative and the <a href=\"https:\/\/www.bcfmwu.com\/committees\/young-workers-committee\/\" target=\"_blank\" rel=\"noreferrer noopener\">BC Ferry &amp; Marine Workers Union\u2019s<\/a> (BCFMWU) Young Workers Committee are just two examples of such groups.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Utilize Digital Media to Boost Union Awareness<\/h3>\n\n\n\n<p><a href=\"https:\/\/www.uniontrack.com\/blog\/unions-go-digital\">Young people are online<\/a>, so it\u2019s vital to these efforts to meet them there. \u201cThey are used to online platforms and speaking out for themselves,\u201d says <a href=\"http:\/\/tafthartley.prudentialretirement.com\/articles\/unions-and-the-power-of-social-media.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">Mark Zuckerman<\/a>, president of The Century Foundation.&nbsp;<\/p>\n\n\n\n<p>Unions need active, updated websites and social media presences to make those connections. This is important particularly because digital channels provide a method of connection even when workers are dispersed outside of the physical workplace.&nbsp;<\/p>\n\n\n\n<p>Those digital assets can be used to tell the union\u2019s stories, share union activities, and spread factual information regarding the pandemic and workplace organizing.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Engage to Build Trust<\/h3>\n\n\n\n<p>How do you find out what the next generation of workers are most interested in? By asking them.\u00a0<\/p>\n\n\n\n<p>\u201cThe best way to reach young co-workers is to listen to them\u201d says <a rel=\"noreferrer noopener\" href=\"https:\/\/www.labornotes.org\/blogs\/2018\/12\/heres-secret-getting-young-workers-involved\" target=\"_blank\">Alexandra Bradbury<\/a>, editor and co-director of Labor Notes. Once unions understand what these workers want to know, the unions can provide that information on a regular basis through their digital channels and other outreach efforts.\u00a0<\/p>\n\n\n\n<p>Whether or not they realize it yet, young workers who are struggling economically through the pandemic need organization.
