{"id":2149,"date":"2020-10-06T06:00:00","date_gmt":"2020-10-06T06:00:00","guid":{"rendered":"http:\/\/www.uniontrack.com\/blog\/?p=2149"},"modified":"2020-10-06T14:16:29","modified_gmt":"2020-10-06T14:16:29","slug":"support-front-line-workers","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/support-front-line-workers","title":{"rendered":"Months Into a Pandemic, Unions Continue to Support Front-Line Workers"},"content":{"rendered":"\n<p>Ken Green<br>CEO\/Founder<br><a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack<\/a><\/p>\n\n\n\n<p>Essential workers are the heroes of the COVID-19 pandemic.&nbsp;<\/p>\n\n\n\n<p>\u201cEvery day, they selflessly risk infection and save the world as they brave the front lines against an invisible enemy,\u201d writes <a href=\"https:\/\/thesciencesurvey.com\/editorial\/2020\/05\/11\/thank-you-to-our-unsung-heroes-essential-workers-during-the-coronavirus-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jillian Chong<\/a>, staff reporter for The Science Survey. \u201cWhile the majority of us stay in isolation, millions of essential workers work overtime to keep our world turning.\u201d&nbsp;<\/p>\n\n\n\n<p>Most essential workers have done so with minimal recognition or support from employers or legislators, who should have done more to compensate and protect these workers.&nbsp;<\/p>\n\n\n\n<p>Take, for example, <a href=\"https:\/\/time.com\/collection\/coronavirus-heroes\/5816885\/frontline-workers-coronavirus\/\" target=\"_blank\" rel=\"noreferrer noopener\">Matt Monaghan<\/a>, a New York City bus driver who, as an essential employee, has been working throughout the health crisis. He says he\u2019s working longer hours because fellow drivers call out sick. He\u2019s also faced a shortage of protective gear and has relied on his union, the <a href=\"https:\/\/www.uniontrack.com\/blog\/front-line-transportation-unions\">Amalgamated Transit Union<\/a>, to provide essential health and safety supplies.&nbsp;<\/p>\n\n\n\n<p>\u201cWe come to work because we have to keep the city moving, but my anxiety is through the roof,\u201d he says.&nbsp;<\/p>\n\n\n\n<p>Monaghan is one of millions of front-line workers suffering the same hardships in an effort to keep the basic economy going during the pandemic. And as the economy comes back online, he, like so many others, has been relying on his union to continue advocating on his behalf for long-term workplace protections because employers and legislators seem disinterested in providing solutions.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Essential Workers Are Being Forgotten as the Economy Reopens<\/h2>\n\n\n\n<p>The enduring plight of essential workers is no longer front-page news, and public pressure to protect these workers is slackening. In fact, front-line workers are now losing some of the protections they did manage to win during the height of the pandemic.&nbsp;<\/p>\n\n\n\n<p>Reporter <a href=\"https:\/\/www.randomlengthsnews.com\/archives\/2020\/09\/04\/the-pandemics-heroes-the-gaslighting-of-essential-workers\/30179?v=7516fd43adaa\" target=\"_blank\" rel=\"noreferrer noopener\">Terelle Jerricks<\/a> at Random Lengths News writes how essential workers are being \u201cgaslighted\u201d as the economy starts to rebound. \u201cSix months in,\u201d writes Jerricks, \u201cmany of these workers are now losing the bonuses and pay raises they were given as a substitute for hazard pay.\u201d<\/p>\n\n\n\n<p>This has been a big disappointment for front-line workers, who were hopeful their contributions during the early pandemic would lead to improved workplace practices, such as higher pay and more benefits.&nbsp;<\/p>\n\n\n\n<p>\u201cNow that that hazard pay is gone, [essential workers] say there&#8217;s really no hope that they&#8217;re going to see it again or that conditions are going to improve in any meaningful way,\u201d says <a href=\"https:\/\/www.wnyc.org\/story\/essential-workers-are-starting-feel-forgotten-again\/\" target=\"_blank\" rel=\"noreferrer noopener\">Abha Bhattarai<\/a>, retail industry reporter for The Washington Post.&nbsp;<\/p>\n\n\n\n<p>Bhattarai also notes how many workers are still working under hazardous conditions as businesses reopen. They struggle to socially distance in stores and warehouses as well as enforce health regulations such as mask mandates.&nbsp;<\/p>\n\n\n\n<p>\u201cThe stakes are much higher for the workers,\u201d says Bhattari. \u201cThey feel like they&#8217;re at risk of getting COVID, but also, of angering customers and maybe being on the other side of that. It&#8217;s just a very fraught position that they&#8217;ve been put into.\u201d<\/p>\n\n\n\n<p>Unions are listening to these workers, however, and they haven\u2019t given up the fight on behalf of essential workers. Unions continue to do what they can to support front-line workers even after the wider opening of the economy.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"760\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image3.jpg\" alt=\"Side view of technician with protective mask working in industrial factory; support front-line workers concept.\" class=\"wp-image-2154\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image3.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image3-300x190.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image3-1024x649.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image3-768x486.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Union Leaders Are Lobbying for Legislation That Prioritizes Workers<\/h2>\n\n\n\n<p>Two key worker injustices that have been spotlighted by the pandemic are the abysmal pay and benefits for essential workers, and the lack of protections for unionization at many workplaces. To combat these issues, union leaders continue to lobby for legislation that puts workers first.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The HEROES Act<\/h3>\n\n\n\n<p>One piece of legislation that unions are backing is the <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6800\/text\" target=\"_blank\" rel=\"noreferrer noopener\">Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act<\/a>. Labor unions applaud the legislations\u2019 focus on providing relief for essential workers.<\/p>\n\n\n\n<p>&#8220;At last, the HEROES Act presents the kind of direction, relief, and opportunity for bipartisan action that America so desperately needs right now,&#8221; says <a href=\"https:\/\/www.prnewswire.com\/news-releases\/leading-international-construction-workers-union-backs-heroes-act-301059482.html\" target=\"_blank\" rel=\"noreferrer noopener\">Ken Rigmaiden<\/a>, general president of the International Union of Painters and Allied Trades (IUPAT). &#8220;Our members have already experienced death, sickness and financial strife throughout this crisis and are in dire need of stability.\u201d&nbsp;<\/p>\n\n\n\n<p>With the passage of the legislation, front-line workers would see protections ranging from improved health and safety to increases in pay and benefits.<\/p>\n\n\n\n<p>\u201cThe HEROES Act would keep frontline workers safe by requiring OSHA to pass an emergency infectious disease standard and by mandating that employers provide proper training and protective equipment,\u201d says <a href=\"http:\/\/pulse.ncpolicywatch.org\/2020\/06\/18\/workers-advocates-speak-up-for-black-lives-call-for-passage-of-federal-heroes-act\/\" target=\"_blank\" rel=\"noreferrer noopener\">MaryBe McMillan<\/a>, president of the North Carolina State AFL-CIO. \u201cIn addition, it would provide hazard pay to frontline workers and provide needed funding to our postal service, our public schools, our states, and our cities.\u201d<\/p>\n\n\n\n<p>The bill passed in the U.S. House of Representatives in May and has since sat languishing in the Senate.&nbsp;<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The PRO Act&nbsp;<\/h3>\n\n\n\n<p>The <a href=\"https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/2474\" target=\"_blank\" rel=\"noreferrer noopener\">Protect the Right to Organize (PRO) Act<\/a> was introduced and passed by the House before the health crisis. Since then, it has become a crucial piece of legislation for workers, as many have been not only denied the right to organize their workplaces but also fired for talking about unionizing or complaining about workplace conditions during the pandemic.<\/p>\n\n\n\n<p>\u201cAs American companies lay off millions of workers, some appear to be taking advantage of the coronavirus crisis to target workers who are in or hope to join unions, according to interviews with more than two dozen workers, labor activists and employment lawyers,\u201d write New York Times reporters <a href=\"https:\/\/www.baltimoresun.com\/coronavirus\/sns-nyt-workers-fired-during-pandemic-union-20200428-wvet6gstnja6djxs26hjblugvq-story.html\" target=\"_blank\" rel=\"noreferrer noopener\">Jessica Silver-Greenberg and Rachel Abrams<\/a>.<\/p>\n\n\n\n<p>Such anti-worker practices have left workers afraid to speak up for their own safety. And COVID-19 legislations, thus far, have not gone far enough to remedy this, asserts <a href=\"https:\/\/www.epi.org\/blog\/congress-should-immediately-pass-legislation-protecting-workers-safety-during-the-coronavirus-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Celine McNicholas<\/a>, director of Government Affairs at the Economic Policy Institute.&nbsp;<\/p>\n\n\n\n<p>That\u2019s why unions and worker allies are advocating for legislation, like the PRO Act, to right this wrong and empower workers.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"809\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image2.jpg\" alt=\"Group of female activists is protesting; support front-line workers concept\" class=\"wp-image-2153\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image2.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image2-300x202.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image2-1024x690.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/10\/image2-768x518.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Unions Continue to Fight for Hazard Pay<\/h2>\n\n\n\n<p>Hazard pay has been one of the most contentious issues between labor and business during the pandemic. Front-line workers who were forced to go in to work when everyone else was on lockdown have had to fight too hard for the benefits they deserve for putting their lives on the line.&nbsp;<\/p>\n\n\n\n<p>It\u2019s a struggle they should not have had to endure.<\/p>\n\n\n\n<p>\u201cEssential workers should be compensated for the additional risk of infection they are taking by commuting to and being at work,\u201d asserts the <a href=\"https:\/\/www.cnbc.com\/2020\/06\/17\/essential-service-workers-explain-why-they-need-hazard-pay.html\" target=\"_blank\" rel=\"noreferrer noopener\">Service Employees International Union (SEIU)<\/a>. It\u2019s that simple.<\/p>\n\n\n\n<p>While at one point during the pandemic many workers did receive hazard pay, those benefits have come to an end for most. But the hazards of working haven\u2019t gone away, so unions continue to fight for them to receive hazard pay benefits.&nbsp;<\/p>\n\n\n\n<p>\u201cOur families deserve better,\u201d write <a href=\"https:\/\/www.voiceofsandiego.org\/topics\/opinion\/the-pandemic-hasnt-gone-away-neither-should-hazard-pay\/\" target=\"_blank\" rel=\"noreferrer noopener\">Todd Walters<\/a>, president of United Food and Commercial Workers (UFCW) Local 135, and <a href=\"https:\/\/www.voiceofsandiego.org\/topics\/opinion\/the-pandemic-hasnt-gone-away-neither-should-hazard-pay\/\" target=\"_blank\" rel=\"noreferrer noopener\">Brent Beltr\u00e1n<\/a>, the local\u2019s communications director.&nbsp;<\/p>\n\n\n\n<p>In support of this cause, the UFCW launched a <a href=\"https:\/\/www.ufcw21.org\/news\/2020\/8\/28\/national-week-of-action-for-hazard-pay-for-essential-workers\" target=\"_blank\" rel=\"noreferrer noopener\">National Hazard Pay Campaign<\/a> in September. It was a collective effort by UFCW members and allies to bring attention to the issue and restore hazard pay to workers.&nbsp;<\/p>\n\n\n\n<p>As reported by <a href=\"https:\/\/progressivegrocer.com\/ufcw-launches-national-hazard-pay-campaign\" target=\"_blank\" rel=\"noreferrer noopener\">Bridget Goldschmidt<\/a> at Progressive Grocer, the campaign included grassroots actions to connect with communities via paid and digital media. The union also harnessed the power of first-person testimonials to pressure businesses to reverse course on ending hazard pay.&nbsp;<\/p>\n\n\n\n<p>\u201cHazard pay for hazardous work is a must,\u201d says <a href=\"https:\/\/www.phillytrib.com\/news\/health\/coronavirus\/unions-rally-on-labor-day-for-better-working-conditions-increased-pay\/article_2c6d2f4b-663b-5b4d-9e8c-d2e425ef666f.html\" target=\"_blank\" rel=\"noreferrer noopener\">Monica Robinson<\/a>, secretary treasurer for American Federation of State, County and Municipal Employees (AFSCME) Local 810.&nbsp;<\/p>\n\n\n\n<p>\u201cIt is not unreasonable to demand PPE. It is not unreasonable to demand hazard pay and it is not unreasonable to demand no layoffs. No one should have to make a choice between their paycheck and their life.\u201d<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Negotiating Protections for Hazardous Working Conditions<\/h2>\n\n\n\n<p>Bargaining has been an essential part of improving workplace protections throughout the pandemic. To that end, unions are closely scrutinizing contracts that don\u2019t address issues relevant to the pandemic, renegotiating contracts, and negotiating temporary memorandums of understanding (MOUs) to address the needs of temporary workers in these unprecedented circumstances.&nbsp;<\/p>\n\n\n\n<p>It\u2019s unfamiliar territory for most unions, but it\u2019s some of the key work unions have been doing to help essential employees.&nbsp;<\/p>\n\n\n\n<p>\u201cAcross essential workplaces, unions have negotiated safer working conditions and higher pay in response to the pandemic,\u201d writes <a href=\"https:\/\/tcf.org\/content\/commentary\/workers-collective-power-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Charlotte Garden<\/a>, associate professor at Seattle University School of Law. And they continue to do so as the economy reopens, and the hardships these workers went through at work everyday disappear from public conversation.<\/p>\n\n\n\n<p>An open line of communication with members is crucial to these efforts by unions to support essential employees.
