But nearly everyone is concerned with how to reopen schools safely. It has become one of the biggest, most complicated issues in the country as the U.S struggles to overcome the COVID-19 pandemic and resume some sense of normalcy.<\/p>\n\n\n\n<p>\u201cDespite the near-universal goal of returning students to classrooms this fall, the reality is that school districts cannot simply flip a switch and return to the pre-pandemic school structure,\u201d write <a href=\"https:\/\/www.americanprogress.org\/issues\/education-k-12\/news\/2020\/07\/16\/487756\/3-principles-reopening-schools-safely-covid-19-pandemic\/\" target=\"_blank\" rel=\"noreferrer noopener\">Scott Sargrad and Maura Calsyn<\/a>, respectively vice president of K-12 education policy and managing director of health policy at the Center of American Progress.<\/p>\n\n\n\n<p>Schools are running short on time to figure out how they will manage their fall semesters. That time crunch has some teachers concerned that safety will be an afterthought in back-to-school plans. \u201cTeachers say they still have many unanswered questions about how it will all work,\u201d writes <a href=\"https:\/\/blogs.edweek.org\/teachers\/teaching_now\/2020\/06\/schools_plan_how_to_reopen_teachers_unanswered_questions.html?r=5807005\" target=\"_blank\" rel=\"noreferrer noopener\">Madeline Will<\/a>, a reporter for Education Week.<\/p>\n\n\n\n<p>The National Education Association (NEA) and the American Federation of Teachers (AFT) are leading the charge on behalf of teachers to help get those answers and to ensure that school districts prioritize safety as they reopen schools.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Both Unions Have Issued Back-to-School Guidance&nbsp;<\/h2>\n\n\n\n<p>Physically reopening schools has turned into a contentious issue between federal and state officials, who are pushing hard to get kids back in the classroom, and the teachers, parents, and unions cautioning restraint.&nbsp;<\/p>\n\n\n\n<p>\u201cSafety does not appear to be a top concern of the Trump administration,\u201d writes <a href=\"http:\/\/neatoday.org\/2020\/07\/09\/nea-president-on-reopening-schools\/\" target=\"_blank\" rel=\"noreferrer noopener\">Cindy Long<\/a>, senior writer and media specialist at the NEA, after the administration dismissed the reopening guidelines issued by the <a href=\"https:\/\/www.cdc.gov\/coronavirus\/2019-ncov\/community\/schools-childcare\/schools.html\" target=\"_blank\" rel=\"noreferrer noopener\">Centers for Disease Control and Prevention<\/a> (CDC), which it called too \u201crestrictive\u201d and \u201cexpensive.\u201d&nbsp;<\/p>\n\n\n\n<p>At the same time, the federal government isn\u2019t issuing an alternative, only threatening to cut off funding for schools that don\u2019t fully reopen in the fall.&nbsp;&nbsp;<\/p>\n\n\n\n<p>To counter that lack of focus on safety, education organizations are following the science and prioritizing safety. \u201cThere\u2019s no one that wants our kids back more than teachers \u2026 but we want to open it safely,\u201d says <a href=\"http:\/\/neatoday.org\/2020\/07\/09\/nea-president-on-reopening-schools\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lily Eskelsen Garc\u00eda<\/a>, president of the NEA.<\/p>\n\n\n\n<p>To that end, both the AFT and the NEA have issued guidelines for safely reopening schools.<\/p>\n\n\n\n<p>The AFT\u2019s <a href=\"https:\/\/www.aft.org\/sites\/default\/files\/covid19_reopen-america-schools.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Plan to Safely Reopen America\u2019s Schools and Communities<\/a> features five core pillars to inform the decision to reopen. Those pillars include:<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Maintaining physical distancing.<\/li><li>Building infrastructure and resources to test, trace and isolate new cases.<\/li><li>Focusing on public health tools such as proper personal protective equipment and screening.<\/li><li>Participating in collaborative planning for reopening.<\/li><li>Investing financially in recovery.&nbsp;&nbsp;<\/li><\/ul>\n\n\n\n<p>\u201cBy drawing on facts and science, and the expertise of educators and healthcare practitioners, we have drafted a bold five-point plan that aligns necessary public health tools, student instructional needs and logistics to gradually\u2014but safely, equitably and intentionally\u2014reopen our schools and communities,\u201d says <a href=\"https:\/\/www.aft.org\/press-release\/aft-launches-landmark-plan-safely-reopen-americas-schools-and-communities\" target=\"_blank\" rel=\"noreferrer noopener\">Randi Weingarten<\/a>, president of the AFT.<\/p>\n\n\n\n<p>The NEA\u2019s <a href=\"https:\/\/educatingthroughcrisis.org\/wp-content\/uploads\/2020\/06\/27178-Initial-Guidance-for-Reopening-Schools_Final-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">All Hands on Deck: Initial Guidance Regarding Reopening School Buildings<\/a> offers guidance built around four basic principles for successful reopening. The principles are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>Ensuring science-based health expertise drives decisions.<\/li><li>Giving educators a voice in the decision-making process.<\/li><li>Providing everyone access to protective measures, such as PPE and sanitization.<\/li><li>Achieving racial and social justice.&nbsp;<\/li><\/ul>\n\n\n\n<p>\u201cThe National Education Association believes that any reopening model has to not only ensure the health and safety of students and staff, but also prioritize long term strategies on student learning and educational equity,\u201d says <a href=\"http:\/\/neatoday.org\/2020\/06\/19\/nea-guidance-on-reopening-schools\/\" target=\"_blank\" rel=\"noreferrer noopener\">Tim Walker<\/a>, senior editor and writer at the NEA.<\/p>\n\n\n\n<p>Both sets of guidelines are designed to help school districts develop individualized reopening plans that are best for the teachers and students in their communities.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"713\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image2-4.jpg\" alt=\"Teenage classmates stand talking in school hallway; AFT and NEA school reopenings concept\" class=\"wp-image-2096\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image2-4.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image2-4-300x178.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image2-4-1024x608.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image2-4-768x456.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Both Unions Support Teachers Strikes in the Name of Safety<\/h2>\n\n\n\n<p>As the debate about reopening schools continues, teachers are using all the options they have to get their voices heard. That includes going on strike. The AFT and the NEA have both put forth the idea of teachers striking to protest the lack of safety in back to school plans as a last resort.&nbsp;<\/p>\n\n\n\n<p>&#8220;If authorities don&#8217;t protect the safety and health of those we represent and those we serve, as our executive council voted last week, nothing is off the table\u2014not advocacy or protests, negotiations, grievances or lawsuits, or, if necessary and authorized by a local union, as a last resort, safety strikes,&#8221; says <a href=\"https:\/\/blogs.edweek.org\/teachers\/teaching_now\/2020\/07\/strikes_are_option_force_schools_to_reopen_safely_aft_president.html?r=796944948\" target=\"_blank\" rel=\"noreferrer noopener\">Weingarten<\/a>.<\/p>\n\n\n\n<p><a href=\"https:\/\/www.politico.com\/news\/2020\/07\/28\/aft-strikes-school-reopening-384133\" target=\"_blank\" rel=\"noreferrer noopener\">Eskelsen Garc\u00eda<\/a> echoed that sentiment: \u201cNobody wants to see students back in the classroom more than educators. But when it comes to their safety, we\u2019re not ready to take any options off the table.\u201d<\/p>\n\n\n\n<p>While no national or local teachers unions have yet voted to go on strike, the willingness to do so highlights the lengths teachers are prepared to go to protect themselves and their students.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Both Unions Encourage Collaboration in Planning<\/h2>\n\n\n\n<p>The impacts of reopening schools will reverberate beyond the walls of the schools.<\/p>\n\n\n\n<p>In July 2020, the AFT and NEA, along with the National Parent Teacher Association, the Council of Administrators of Special Education, the National Association of Secondary School Principals, and the National Association of State Directors of Special Education, issued a <a href=\"http:\/\/www.nea.org\/home\/76362.htm\" target=\"_blank\" rel=\"noreferrer noopener\">joint statement<\/a> emphasizing the need for community collaboration.<\/p>\n\n\n\n<p>\u201cTo safely reopen our schools, health experts should be relied on to figure out the \u2018when\u2019 and educators and parents should be central to figuring out the \u2018how,\u2019\u201d the statement reads. \u201cPublic school educators, students and parents must have a voice in critical conversations and decisions on reopening schools.\u201d<\/p>\n\n\n\n<p>\u201cThose of us who are directly impacted by decisions should be at the center of making those decisions,\u201d says <a href=\"https:\/\/www.aft.org\/news\/reopening-schools-make-sure-communities-are-involved\" target=\"_blank\" rel=\"noreferrer noopener\">Alejandra Lopez<\/a>, president of the San Antonio Alliance of Teachers and Support Personnel (SAA). By including parents, students and community members in the conversations around planning, school districts can ensure they hear all voices and all concerns that would impact a return to school.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image3-4.jpg\" alt=\"Woman Asking Question At School Meeting; AFT and NEA school reopenings concept\" class=\"wp-image-2097\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image3-4.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image3-4-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image3-4-1024x683.jpg 1024w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2020\/08\/image3-4-768x512.jpg 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Both Unions Lobby for Funding So Schools Can Invest in Safety<\/h2>\n\n\n\n<p>An important element in the back-to-school reopening conversation is funding. The health and safety measures that will need to be implemented before schools reopen are going to cost money \u2014 money that many schools don\u2019t have.<\/p>\n\n\n\n<p>&#8220;Districts are looking at significant cuts in their budget and wondering where the money will come from,&#8221; says <a href=\"https:\/\/www.nbcnews.com\/news\/us-news\/schools-want-reopen-safely-without-federal-funds-many-worry-they-n1232796\" target=\"_blank\" rel=\"noreferrer noopener\">Dan Domenech<\/a>, executive director of The School Superintendents Association (AASA).&nbsp;<\/p>\n\n\n\n<p>\u201cThey&#8217;re caught between a rock and a hard place, and the biggest fear is they&#8217;re going to be forced to open schools without the safety guidelines.\u201d<\/p>\n\n\n\n<p><a href=\"https:\/\/www.asbointl.org\/asbo\/media\/documents\/Resources\/covid\/COVID-19-Costs-to-Reopen-Schools.pdf?utm_source=PDF%20Link%20-%20Reopening%20Schools&amp;utm_medium=Link&amp;utm_campaign=Reopening%20Schools\" target=\"_blank\" rel=\"noreferrer noopener\">A joint analysis<\/a> by the AASA and the Association of School Business Officials (ASBO) International shows that the average school district can expect to spend nearly $1.8 million to reopen its schools.&nbsp;<\/p>\n\n\n\n<p>To help school districts get the funding they need, the AFT and NEA are lobbying for the Senate to pass the Health and Economic Recovery Omnibus Emergency Solutions (HEROES) Act, which has already passed in the House of Representatives. The bill contains about $100 billion for education.&nbsp;<\/p>\n\n\n\n<p>\u201cThere are no magic fixes\u2014the only path to recovery is a stimulus package that funds, rather than forfeits, our future,\u201d says <a href=\"https:\/\/www.aft.org\/press-release\/aft-launches-1-million-ad-campaign-urging-senate-pass-heroes-act\" target=\"_blank\" rel=\"noreferrer noopener\">Weingarten<\/a>. \u201cWe urgently need the federal dollars included in the HEROES Act to help states, cities, towns and schools weather this rolling storm.\u201d<\/p>\n\n\n\n<p>\u201cFunding has fallen off a cliff,\u201d says <a href=\"https:\/\/www.commondreams.org\/newswire\/2020\/07\/15\/nea-responds-reopening-guidelines-national-academy-sciences\" target=\"_blank\" rel=\"noreferrer noopener\">Eskelsen Garc\u00eda<\/a>. \u201cWe want to open schools, but we cannot bring students back to the classroom if we don\u2019t get the support from the Senate to do it safely and to make sure they have what they need to succeed.\u201d<\/p>\n\n\n\n<p>There\u2019s no denying that this is a stressful time for everyone involved in trying to solve the problem of safely reopening schools. The AFT and the NEA are focused on ensuring the teachers have their say in back-to-school planning. <a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack ENGAGE<\/a> is the perfect tool for those
