{"id":1605,"date":"2019-09-17T06:00:20","date_gmt":"2019-09-17T06:00:20","guid":{"rendered":"http:\/\/www.uniontrack.com\/blog\/?p=1605"},"modified":"2019-09-16T20:57:30","modified_gmt":"2019-09-16T20:57:30","slug":"unions-and-automation","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/unions-and-automation","title":{"rendered":"How Unions Can Protect the Workers Who Are Most Vulnerable to Automation"},"content":{"rendered":"<p>Automation has irrevocably changed the workplace and workers\u2019 roles in it.\u00a0<\/p>\n<p>There\u2019s no arguing that the advances in workplace automation have made \u2014 and will continue to make \u2014 many jobs obsolete. According to McKinsey researchers <a target=\"_blank\" href=\"https:\/\/www.mckinsey.com\/featured-insights\/future-of-work\/jobs-lost-jobs-gained-what-the-future-of-work-will-mean-for-jobs-skills-and-wages\">James Manyika<\/a>, et al., by the year 2030 some 800 million workers across the globe will have lost their jobs due to automation.\u00a0<\/p>\n<p>\u201cEven in the best of times, many, if not most, workers will strain to manage the coming necessary adjustments as automation and AI change or eliminate many jobs, while simultaneously creating new ones,\u201d write <a target=\"_blank\" href=\"https:\/\/www.brookings.edu\/blog\/the-avenue\/2019\/02\/25\/automation-and-ai-will-disrupt-the-american-labor-force-heres-how-we-can-protect-workers\/\">Robert Maxim and Mark Muro<\/a> at The Brookings Institution\u2019s Metropolitan Policy Program.<\/p>\n<p>It\u2019s a future for which many workers are unsure how to prepare. That\u2019s where unions have to step in and lead the charge by giving workers a roadmap for navigating such a future while holding employers accountable.<\/p>\n<p>Here\u2019s are some ways organized labor can mitigate automation\u2019s threats to workers.<\/p>\n<h2>Help Ensure Access to Retraining Programs to Meet Technology Demands<\/h2>\n<p>Adaptation is going to be the key to survival for workers in a more-automated economy. \u201cUnions need to figure out how to help workplaces and workers adapt to new technologies to reduce layoffs if workers are to have hope of surviving and even thriving in the face of this threat,\u201d writes labor reporter <a target=\"_blank\" href=\"https:\/\/www.huffpost.com\/entry\/american-workers-jobs-inequality-union-automation_n_5ae043f9e4b061c0bfa32e0c\">Steven Greenhouse<\/a>.<\/p>\n<p>Most workers, either through job change or role transition, will eventually have to learn how to work side-by-side with automated machines, says <a target=\"_blank\" href=\"https:\/\/www.mckinsey.com\/featured-insights\/future-of-work\/the-digital-future-of-work-what-will-automation-change\">Michael Chui<\/a>, partner at the McKinsey Global Institute. \u201cPeople increasingly, over time, will have to be complements to the work that machines do.\u201d<\/p>\n<p>For workers, this will mean reskilling for new roles and responsibilities to stay relevant in the workforce. \u201cThe people are going to require a new set of skills to maintain their ability to support themselves and have a decent quality of life,\u201d <a target=\"_blank\" href=\"https:\/\/news.bloomberglaw.com\/daily-labor-report\/employers-and-unions-talk-retraining-just-not-in-contracts\">Susan Schurman<\/a>, a labor studies professor at Rutgers University, tells Bloomberg Law.\u00a0<\/p>\n<p>Unions are in a position to lead the way in helping workers adapt to new technologies and reskill to prepare them for successful transitions in the automated workplace, but they must work together with employers to be effective. <a target=\"_blank\" href=\"https:\/\/news.bloomberglaw.com\/daily-labor-report\/employers-and-unions-talk-retraining-just-not-in-contracts\">Daniel Bustillo<\/a>, director of the Healthcare Career Advancement Program, a national network of Service Employees International Unions and healthcare employers, says unions and employers both have equal responsibility to provide retraining programs to workers.\u00a0<\/p>\n<p>For unions, the collective bargaining agreement is the best mechanism available to push companies for employee retraining.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image3-1.jpg\" alt=\"Metal worker teaching trainee on machine use; representing why unions must protect workers form automation\" width=\"1200\" height=\"800\" class=\"alignnone size-full wp-image-1610\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image3-1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image3-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image3-1-768x512.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image3-1-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>Include Automation in Collective Bargaining Agreements<\/h2>\n<p>Unions can help secure that training for workers by including language for retraining programs in collective bargaining contracts. This holds employers accountable to their workers and helps ensure that employees continue to have a place in the workforce. Unions can also collaborate with employers to facilitate the retraining programs.<\/p>\n<p>That\u2019s the approach the <a target=\"_blank\" href=\"https:\/\/www.culinaryunion226.org\/blog\/contract-language-automation-technology\">Culinary Workers Union Local 226<\/a> in Las Vegas took when negotiations with hotels began in 2018. The union gained a big win by securing language to protect workers when employers bring in new technologies. Some of those protections include:\u00a0<\/p>\n<ul>\n<li>Up to six months\u2019 notice of the adoption of new technology that could lead to layoffs and\/or reduction of hours.<\/li>\n<li>Free reskilling to use new technology in current jobs.<\/li>\n<li>Access and free job training if any new jobs are created because of automation and technology.<\/li>\n<\/ul>\n<p>The Transportation Trades Department (TTD) of the AFL-CIO is taking a similar approach by outlining eight principles for collective bargaining and legislation that transportation unions should pursue to protect workers as driverless technology matures. These principles include advanced notice before automated vehicles are deployed, a workforce training program and having drivers remain onboard driverless vehicles as a safety measure.\u00a0<\/p>\n<p>\u201cWe cannot allow safety to be compromised or the good jobs in this sector to be steamrolled just so tech companies and Wall Street investors can have their way,\u201d says TTD President <a target=\"_blank\" href=\"https:\/\/smart-union.org\/news\/transportation-labor-announces-eight-key-policies-to-promote-safety-protect-transit-jobs-in-era-of-automation\/\">Larry Willis<\/a>.\u00a0<\/p>\n<h2>Fight to Protect Workers\u2019 Wages<\/h2>\n<p>Automation has been shown to exacerbate <a target=\"_blank\" href=\"https:\/\/www.uniontrack.com\/blog\/unions-closing-the-wage-gap\">income inequality and wage polarization<\/a>.<\/p>\n<p>Researchers <a target=\"_blank\" href=\"https:\/\/research.stlouisfed.org\/publications\/economic-synopses\/2018\/11\/19\/the-impact-of-automation-on-inequality\">Sungki Hong and Hannah Shell<\/a> at The Federal Reserve Bank of St. Louis conclude that the gap widens because automation more often displaces the lowest-paid workers.\u00a0<\/p>\n<p>This is where the issue of automation dovetails with grassroots campaigns such as the Fight for $15. Workers must collectively demand their fair share of the profits created by automation\u2019s efficiencies. This is also where unions must step in to protect wages and mitigate income inequality.\u00a0<\/p>\n<p>As a collective force, workers are better able to bargain for living wages when faced with employers looking to cut costs through automation.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1.jpg\" alt=\"Business - meeting in an office, the businesspeople are discussing a document; representing why unions must protect workers form automation\" width=\"1200\" height=\"800\" class=\"alignnone size-full wp-image-1609\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1-768x512.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>Hold Employers Accountable to Fair Labor Practices<\/h2>\n<p>One questionable use of automation in the workforce is Amazon\u2019s \u201cauto-firing\u201d of fulfillment center employees. The Verge\u2019s <a target=\"_blank\" href=\"https:\/\/www.theverge.com\/2019\/4\/25\/18516004\/amazon-warehouse-fulfillment-centers-productivity-firing-terminations\">Colin Lecher<\/a> details how those workers\u2019 productivity is tracked by robots that then issue warnings and termination orders based on a workers\u2019 production.\u00a0<\/p>\n<p>One of the stats the system tracks is someone\u2019s \u201ctime off task.\u201d If a person\u2019s time between package scans is too long, the system automatically issues warnings that can eventually lead to the person\u2019s firing.\u00a0<\/p>\n<p>Termination paperwork can get generated without a human supervisor intervening at any point (though the company says the final decision to terminate is up to a manager). To avoid termination, employees report going without bathroom breaks to meet their quotas, which can be up to 100 packages an hour.<\/p>\n<p>In one year, Lecher reports, Amazon used the automated system to fire approximately 300 full-time workers at a fulfillment center in Baltimore for failing to meet productivity quotas, more than 10 percent of the fulfillment center\u2019s workforce.<\/p>\n<p>\u201cIt is surreal to think that any company could fire their own workers without any human involvement,&#8221; says <a target=\"_blank\" href=\"https:\/\/www.cbsnews.com\/news\/amazon-under-fire-for-software-that-recommends-firing-workers\/\">Marc Perrone<\/a>, president of the United Food and Commercial Workers International Union. That\u2019s the type of automation that unions can step in to mitigate through collective bargaining contracts.<\/p>\n<p>These are just a few of the many threats that automation poses to jobs and workers. Unions are in a position to help protect jobs and support workers as they navigate these challenges.
