{"id":1595,"date":"2019-09-10T06:00:31","date_gmt":"2019-09-10T06:00:31","guid":{"rendered":"http:\/\/www.uniontrack.com\/blog\/?p=1595"},"modified":"2019-09-10T01:41:14","modified_gmt":"2019-09-10T01:41:14","slug":"profile-amalgamated-transit-union","status":"publish","type":"post","link":"https:\/\/uniontrack.com\/blog\/profile-amalgamated-transit-union","title":{"rendered":"Union Profile: How the Amalgamated Transit Union Supports Workers"},"content":{"rendered":"<p>Ken Green<br \/>\nCEO\/Founder<br \/>\n<a href=\"https:\/\/www.uniontrack.com\/\">UnionTrack, Inc.<\/a><\/p>\n<p>The <a target=\"_blank\" href=\"https:\/\/www.atu.org\/\">Amalgamated Transit Union<\/a> (ATU), with nearly 200,000 members, is the largest labor union representing transit and affiliated workers in the United States and Canada. Its members include bus drivers, rail and ferry boat operators, mechanics and maintenance workers, clerks, and baggage handlers.\u00a0<\/p>\n<p>The ATU\u2019s roots can be traced back to the American Federation of Labor\u2019s (AFL) efforts to organize streetcar workers in the late 1800s. This resulted in the first convention of the ATU on September 12, 1892 in Indianapolis.<\/p>\n<h2>The ATU\u2019s Structure and Leadership<\/h2>\n<p>Since its formation in 1892, the ATU has grown to encompass more than 220 locals. Its international headquarters are located in Silver Spring, Maryland. Though Canadian locals were included from the beginning, the <a target=\"_blank\" href=\"http:\/\/atucanada.ca\/\">ATU Canada<\/a> was formally formed in 1982 and includes more than 30 locals. Both are members of the AFL-CIO and Canadian Labour Congress, respectively.<\/p>\n<p>The ATU has an international convention every three years where local delegates debate and decide the direction of the union, as well as elect new leaders. The organization is governed by an international president, international executive vice president, international secretary-treasurer, and 18 international vice presidents who form the <a target=\"_blank\" href=\"https:\/\/www.atu.org\/union\/leadership\">Union\u2019s General Executive Board<\/a>.<\/p>\n<p>The union\u2019s current leadership includes:<\/p>\n<ul>\n<li>John Costa, international president<\/li>\n<li>Javier Perez, Jr., international executive vice president<\/li>\n<li>Oscar Owens, international secretary-treasurer<\/li>\n<\/ul>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2.jpg\" alt=\"New York subway station fast moving; representing the Amalgamated Transit Union\" width=\"1200\" height=\"791\" class=\"alignnone size-full wp-image-1599\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-300x198.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-768x506.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image2-1024x675.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>Current Initiatives of the ATU<\/h2>\n<p>The ATU exists to advocate on behalf of transit workers wherever they need the most support, from the workplace to the halls of Congress. The <a target=\"_blank\" href=\"https:\/\/www.atu.org\/action\/atu-cope\">ATU-COPE<\/a> is the union\u2019s political action committee that lobbies on behalf of transit workers. Here are some of the international\u2019s key campaign initiatives.<\/p>\n<h3>Stopping Assaults on Transit Workers<\/h3>\n<p>Transit workers <a target=\"_blank\" href=\"https:\/\/www.atu.org\/atu-pdfs\/legislative\/LEGIS_AssaultReportUS.pdf\">have reported<\/a> an increase in the number \u2014 and in the intensity \u2014 of random acts of violence against them.<\/p>\n<p><a target=\"_blank\" href=\"http:\/\/nycitylens.com\/2019\/05\/attacks-transit-workers-stir-fear-frustration\/\">Jennifer Doherty<\/a>, writing at New York City Lens, reports that in April 2019 New York Metropolitan Transportation Authority (MTA) subway conductor Denaul Jenkins II was slapped and then repeatedly stabbed while waiting to catch the second train of his shift. His attack was one of many in the same month for MTA workers (another conductor and a bus driver had urine thrown on them).<\/p>\n<p>\u201cIt\u2019s almost like a state of emergency for the subway,\u201d Jenkins said.<\/p>\n<p>Other incidents just from this year include:<\/p>\n<ul>\n<li>A <a target=\"_blank\" href=\"https:\/\/fox2now.com\/2019\/04\/12\/school-bus-driver-said-she-forgives-assailants-after-horrific-attack\/\">St. Louis school bus driver<\/a>, Patrula Griffin, being dragged from her bus and beaten by two assailants as she was dropping kids off after school.<\/li>\n<li>A <a target=\"_blank\" href=\"https:\/\/www.chicagotribune.com\/business\/ct-biz-bus-driver-assault-getting-around-20180919-story.html\">Chicago Transit Authority (CTA) bus driver<\/a> being sexually assaulted by a passenger while driving her route.<\/li>\n<li>A <a target=\"_blank\" href=\"https:\/\/q13fox.com\/2019\/04\/12\/man-faces-charges-in-metro-bus-driver-attack\/\">King County Metro bus driver<\/a> in Seattle getting a brick thrown at him and then punched several times by a passenger.\u00a0<\/li>\n<\/ul>\n<p>The ATU has long been aware of this problem and has been taking steps to guarantee worker safety.<\/p>\n<p>In 2015, the international secured language in the <a target=\"_blank\" href=\"https:\/\/www.transit.dot.gov\/FAST\">Fixing America\u2019s Surface Transportation (FAST) Act<\/a> that required the Federal Transit Administration (FTA) to issue rules to address bus operator assaults. The ATU Canada is advocating for similar legislation at the federal level.\u00a0<\/p>\n<p>The union\u2019s <a target=\"_blank\" href=\"https:\/\/www.atu.org\/action\/workstation-initiative\">Workstation Initiative<\/a> is also part of the campaign to protect drivers. This battle is being waged at the local level, with the international asking locals to pass the Resolution to End Fatalities and Injuries Resulting from Poor Transit Bus Design. To date, at least 147 locals have passed the resolution, which calls for protective barriers to be installed around a driver\u2019s workstation, among other quality-of-life changes.<\/p>\n<h3>Guaranteeing Bathroom Breaks for Transit Workers<\/h3>\n<p>The right to use the restroom during work is a basic human right and simply a matter of dignity. And it is a right that a lot of transit workers don\u2019t receive.\u00a0<\/p>\n<p>\u201cImagine driving 10 hours straight,\u201d says ATU Springfield, Virginia Local 689 President <a target=\"_blank\" href=\"https:\/\/wamu.org\/story\/19\/07\/11\/metro-union-demands-meal-and-bathroom-breaks-for-contracted-bus-drivers\/\">Raymond Jackson<\/a>. \u201cImagine doing that without stopping for the restroom one time or getting something to eat.\u201d\u00a0<\/p>\n<p>Access to <a target=\"_blank\" href=\"https:\/\/www.atu.org\/action\/bathroom-breaks\">bathroom breaks and facilities<\/a> has long been a problem for transit workers, and it\u2019s getting worse. The ATU conducted a <a target=\"_blank\" href=\"http:\/\/atucomm.org\/wp-content\/uploads\/2019\/04\/ATU_RestroomAccess_v2.pdf\">Bathroom Access Campaign Survey<\/a> of its bus driver members, and the results were shocking:<\/p>\n<ul>\n<li>Nearly 83 percent of drivers reported \u201cholding it in\u201d during routes.<\/li>\n<li>Almost 68 percent said they avoid eating or drinking while working.\u00a0<\/li>\n<li>More than 60 percent reported using a cup, tree, bush or bottle to relieve themselves.\u00a0<\/li>\n<li>Close to 33 percent said they have developed a health condition or had a pre-existing condition worsen because of lack of access to bathrooms.\u00a0<\/li>\n<\/ul>\n<p>This is an unsanitary, unsafe and unacceptable working condition that the ATU is pushing to solve. \u201cAccess to clean safe bathrooms is a matter of human dignity, and we shouldn\u2019t have to fight this hard for something this basic,\u201d says ATU President Costa.<\/p>\n<p>The international launched a campaign in 2018 that has faced a largely uphill battle, says the team at advocacy group <a target=\"_blank\" href=\"http:\/\/transitcenter.org\/2019\/07\/24\/the-right-to-pee\/\">Transit Center<\/a>. The union has published research, videos and comics about the importance of bathroom access to lobby for bathroom rights for its operators. So far, the campaign has just one win, in Connecticut. Local ATU unions there signed a three-year contract with <a target=\"_blank\" href=\"https:\/\/www.nbcconnecticut.com\/news\/local\/New-Contract-Gives-CT-Transit-Drivers-Better-Restroom-Access-511138472.html\">CT Transit<\/a> that included specific language to address the lack of accessibility to bathrooms on routes.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image1.jpg\" alt=\"\" width=\"1200\" height=\"827\" class=\"alignnone size-full wp-image-1598\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image1.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image1-300x207.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image1-768x529.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2019\/09\/image1-1024x706.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>ATU Local 1548\u2019s Bus Driver Strike Scores a Win<\/h2>\n<p>It isn\u2019t just the international that is busy pushing for better working conditions for transit workers. Bus drivers on Martha\u2019s Vineyard, Massachusetts, held their ground for weeks this Spring over pay and contract issues.<\/p>\n<p>On June 28, the drivers went on strike to protest the stalling of a contract with Transit Connection, Inc. (TCI), which is the contractor for Martha\u2019s Vineyard Transit Authority (VTA). This comes in the wake of a four-year battle to get the Local 1548\u2019s first collective bargaining agreement signed.\u00a0<\/p>\n<p>On July 24, the union, along with VTA staff and allies, including Boston <a target=\"_blank\" href=\"https:\/\/carmensunion589.org\/2019\/07\/marthas-vineyard-bus-driver-rally-tomorrow-1-pm\/\">ATU Local 589<\/a>, held a rally at the Massachusetts State House to call for an audit and investigation into the VTA\u2019s financial records, specifically its dealing with the contracting company. The union wants state officials to meet a few demands, one of which is compelling TCI to settle a fair contract.<\/p>\n<p>\u201cMultiple VTA employees live in state subsidized housing due to the poverty wages being paid to bus drivers on the island,\u201d the <a target=\"_blank\" href=\"https:\/\/wbsm.com\/marthas-vineyard-bus-drivers-to-strike-at-state-house-thursday\/\">VTA<\/a> said in a release. \u201cOthers have quit due to unaffordable health insurance and low pay, leaving a job to which they have dedicated decades of their lives.\u201d<\/p>\n<p>But the tide has turned in favor of the workers.\u00a0<\/p>\n<p>After two days of bargaining sessions and 28 days on strike, the two parties reached a tentative agreement that was <a target=\"_blank\" href=\"https:\/\/www.boston.com\/news\/local-news\/2019\/07\/28\/marthas-vineyard-bus-drivers-approve-contract-ending-strike\">approved on July 28<\/a>. \u201cThis is a victory for VTA bus drivers and all working families on our island,\u201d said <a target=\"_blank\" href=\"https:\/\/www.atu.org\/media\/releases\/striking-vta-bus-drivers-tci-reach-tentative-agreement\">Richard Townes<\/a>, VTA driver and strike leader. \u201cThe strike worked. We didn\u2019t get everything we deserve, but we got a lot closer to what we need and saw significant improvement from the company\u2019s last offer in early June.\u201d<\/p>\n<p>It\u2019s the tireless efforts from these ATU leaders and members at all levels of the organization that ensure the union meets its obligations to its members and continues to grow into the future.<\/p>\n<p>The ATU has spent generations building up its support networks.
