These barriers include:<\/p>\n<ul>\n<li><strong>Employer-controlled premises. <\/strong>Employees spend a huge amount of time in an area that the employer controls, from the floor to the breakroom. People might not feel able to speak freely there.<\/li>\n<li><strong>Identifying allies.<\/strong> Again, the fact that the employer controls the venue makes it hard for labor organizers to connect with like-minded co-workers.<\/li>\n<li><strong>Building up internal organizing champions.<\/strong> Communication and collaboration are key in the initial stages of organizing \u2014 finding the time and space is often difficult. <\/li>\n<\/ul>\n<p>At the same time, new barriers are constantly being built. These include right-to-work laws and tighter employer control over workplace communication. At the same time, digital tools are creating new opportunities to circumnavigate those barriers. Now, it\u2019s just a matter of how. <\/p>\n<p>The question for union leaders, then, is how can labor organizations utilize new forms of communication and online tools to overcome the barriers to properly organizing? <\/p>\n<p>In past posts, I\u2019ve talked about <a href=\"https:\/\/www.uniontrack.com\/blog\/digital-union-engagement\">digital union engagement<\/a> and what <a href=\"https:\/\/www.uniontrack.com\/blog\/digital-local\">becoming a digital local<\/a> looks like for union leaders. In this post, I want to give a more detailed view of how digital tools can circumvent barriers and strengthen unions. <\/p>\n<h2>Reaching Around These Obstacles<\/h2>\n<p>Modern organizing efforts differ from past efforts because the means of communication have dramatically changed.<\/p>\n<p>\u201cAs more young people grow their knowledge and interest in labor unions, their ability to influence corporations through digital communication and collaboration will make collective bargaining a more common and efficient practice,\u201d writes <a target=\"_blank\" href=\"https:\/\/www.eballot.com\/blog\/online-organizing-unions\">Mia Logan<\/a> at eBallot. Union leaders would do well to take note. Because these communications can be digital, they circumvent the traditional barrier of being limited by the employee\u2019s time and the employer\u2019s space.<\/p>\n<p><a target=\"_blank\" href=\"https:\/\/www.thecampaignworkshop.com\/what-relational-organizing-and-how-can-it-help-my-campaign\">Joe Fuld<\/a> at The Campaign Workshop puts it clearly: \u201cWith the advent of new digital tools and general dissatisfaction with how impersonal politics has become, folks are using technology to implement relational organizing in new and exciting ways.\u201d <\/p>\n<h2>Union Leaders: It\u2019s All About Communication<\/h2>\n<p>In a 2018 research paper, researchers <a target=\"_blank\" href=\"http:\/\/journals.sagepub.com\/doi\/abs\/10.1177\/0143831X18777608\">Jane Holgate, Melanie Simms and Maite Tapia<\/a> argue that two of the most important factors in successful organization and mobilization are framing the issues and leadership. Both can be effectively enhanced with online communication tools. They can get you closer to your union members when you have the right digital tools in place. <\/p>\n<p>Union leaders themselves recognize how important communication is to initial organizing. <\/p>\n<p>\u201cIt\u2019s not even about convincing, I think, or winning people over,\u201d says <a target=\"_blank\" href=\"https:\/\/www.chalkbeat.org\/posts\/ny\/2018\/08\/22\/new-yorks-teachers-unions-say-theyre-staying-strong-after-janus-case-but-there-could-be-a-battle-ahead\/\">Karen Alford<\/a>, the United Federation of Teacher\u2019s vice president of elementary schools. \u201cSome of these folks may not understand labor unions, so we will have people onsite to answer questions about their benefits or their pay. And all of that is an introduction to a mammoth system.\u201d <\/p>\n<p>UTLA Strategic Research and Analytics Director <a target=\"_blank\" href=\"http:\/\/prospect.org\/article\/after-janus-labor%E2%80%99s-recommitment-campaigns-energize-rank-and-file\">Grace Regullano<\/a> agrees that the main idea in responding to Janus is to change the union\u2019s mode of operation \u2014 focusing on one-on-one contact with union members. <\/p>\n<p>\u201cThe plan is basically to talk with every single member in our union at some point every year about what the union means, and about recommitting to our union and our fight for public education,\u201d says Regullano. \u201cIt\u2019s not just that you give us money and we go do the work for you, it\u2019s that we are building power together.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/map.jpg\" alt=\"map - digital tools\" width=\"1200\" height=\"800\" class=\"alignnone size-full wp-image-1184\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/map.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/map-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/map-768x512.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/map-1024x683.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>From Digital Communication to Digital Organizing <\/h2>\n<p>Traditionally, organizing employees to become part of a labor union has been a long and protracted process, requiring organizers to jump through a number of hoops to even begin the dialogue with employees. Companies have fought hard at every turn to keep organizers quiet and punish those employees that even hint at organizing. Digital organizing can streamline things. <\/p>\n<p>The ease of communication offered by the digital tools that have become so common today provides a workaround to what typically keeps union reps from organizing in the workplace:<\/p>\n<ul>\n<li>Digital messaging helps you get an accurate feel for worker sympathies without even stepping foot on the employer\u2019s property. <\/li>\n<li>These same tools can help you identify and connect with champions of the cause in an authentic way. <\/li>\n<li>Group messages and boards provide a safe virtual space where ideas can be shared by new and experienced union members alike \u2014 without the employer looking over anyone\u2019s shoulder. <\/li>\n<\/ul>\n<p>Digital tools help unions get off the ground and build momentum. <a target=\"_blank\" href=\"https:\/\/qz.com\/1145658\/facebook-groups-are-the-new-workers-unions\/\">Annalisa Nash Fernandez<\/a> at Quartz puts it simply: \u201cOn a digital platform, the longstanding union membership barriers of cost, venue, and visibility are \u2026 minimized.\u201d <\/p>\n<p><a target=\"_blank\" href=\"https:\/\/tcf.org\/content\/report\/virtual-labor-organizing\/?agreed=1&#038;agreed=1\">Mark Zuckerman, Richard D. Kahlenberg and Moshe Marvit<\/a> at The Century Foundation point out that campaigns nearly always begin with limited resources, and almost always require sending in an outside union organizer. \u201cVirtual organizing, however, would allow any group of workers to organically begin the process of creating a union in the workplace without having to involve any outside help,\u201d the researchers write. \u201cIt would allow workers to organize wholly on their own terms.\u201d<\/p>\n<p>In other words, digital tools for unions take one of the most important elements for organizing \u2014 communication \u2014 and place it directly in the hands of workers. This is helpful when workers are already unionized, and critical when they are not. <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/message.jpg\" alt=\"message - digital tools\" width=\"1200\" height=\"801\" class=\"alignnone size-full wp-image-1185\" srcset=\"https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/message.jpg 1200w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/message-300x200.jpg 300w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/message-768x513.jpg 768w, https:\/\/uniontrack.com\/blog\/wp-content\/uploads\/2018\/11\/message-1024x684.jpg 1024w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/p>\n<h2>The Strength of Digital Bonds<\/h2>\n<p>Union Track\u2019s ENGAGE platform addresses some of labor\u2019s biggest hurdles with digital responses.
